Purpose
Manage and oversee all civil design aspects of a service program, including the development of multiple quality project management plans, project / program reporting. Lead the intended program/project specific design team(s).
Key Responsibilities
Leadership and Direction
- Educate teams of professionals to apply engineering practices that adhere to applicable laws and regulations as well as client program standards.
- Gather and analyze market intelligence for new projects and opportunities. Analyze project risk and complexity and develop procurement strategies to achieve delivery and performance of capital operating programs.
- Foster and develop positive customer relationships with program client.
- Provide final conflict resolution to design and construction issues.
- Identify and formulate strategic initiatives for regional business growth aligned with the corporate long term strategic plan. Ensure effective execution of those initiatives in the region.
- Understand customer needs and assist in the development of project solutions that satisfy those requirements and provide opportunities.
- Maximize client interfacing with key accounts and key contacts critical to the client organizations as well as focus efforts to generate new enquiries for the business.
- Provide inputs to management based on market information to enable the organization to develop capability in areas and provide strategic leverage for future projects.
At the Operational and Company Level
- Primarily responsible for the development business lines to include production and technical design, drawings, specifications, surveys, studies, reports and other products and services.
- Ensure continually improved levels of service and quality and increased customer satisfaction through oversight of the project implementation, including assurance of collaboration and coordination among all stakeholders and mitigation of facility operational impacts.
- Complete the service line’s (client’s) day-to-day tasks and responsibilities, including attending meetings, making project related decisions, reviewing and signing documents, and responding to senior management requests.
- Assure conformance with company philosophy, policies, and procedures.
- Coordinate work involving other departments with counterpart department directors.
Do the Work
- Communicate effectively with client, internal project team, sub-consultants and contractors.
- Develop project proposals, budgets, cost standards and schedules.
- Analyze, present, and select the appropriate project plan based on the client's criteria and project goals.
- Conduct field observation visits to accurately document the field conditions.
- Organize and prioritize multiple tasks to complete the design in a sequential efficient manner.
- Accurately assess and delegate resources for the project construction documents to meet milestone schedules within a predetermined budget.
- Review project related construction administrative items (shop drawings, RFI's, change order proposals).
- Review project close-out documentation (O&M manuals and as-built documents).
- Possess expert knowledge of codes applicable to the discipline.

Minimum Requirements
- Bachelor’s Degree in Civil Engineering, architecture, related discipline, or equivalent experience.
- Minimum of ten (10 ) years’ experience within the A/E industry to include a minimum of three to five (3-5) years progressively more responsible project and program management experience.
- Registered Professional Engineer (PE) in field of expertise preferred but not required.
- Thorough understanding of business and financial principles in a consulting business, as well as municipal codes and regulations.
- A proven track record of innovation, leadership and creativity.
- Strong project management and communication skills.
- Outstanding technical and computer skills.
- Proven marketing and business development skills.
- The ability to collaborate and team well across offices and be able to facilitate agreements.
- Experience in managing processes and people.
- Knowledge of AutoCAD, REVIT, Civil 3D or equivalent programs.
