Reports To: Division Manager
FLSA Status: Full Time / Exempt
Salary Range: $100,000-$150,000

Position Summary:

Duties of this position include but are not limited to ensuring high-quality work on all projects and communicating goals and directions effectively to team members, job superintendents, and division managers. Seek out bid opportunities and secure projects with overall knowledge of design scopes. Proactively identify problem areas on projects, overcome obstacles, and provide quality control. This position is also responsible for managing subcontractor performance, job budgets, change orders, cost codes, cost reporting, and purchase orders, and must have a full understanding of job design.

Performance Success Factors:

Safety:

  • Discuss and implement best practices that drive site safety
  • Monitor overall site safety and enforce compliance with predetermined, communicated safety guidelines
  • Provide and encourage safety-specific training
  • Motivate and recognize positive safety habits and practices
  • Ensure completion of all safety-related paperwork (e.g., JSAs) in an accurate and timely manner

Quality:

  • Detailed-oriented, able to prioritize, conscientious, and will work as needed to produce a quality product
  • Aggressively focused on delivering high-quality projects
  • Ensure that Bid Day summary sheets are completed the day before the bid; also, have plug numbers for all items as appropriate on the Bid Day summary sheet
  • Close the bid on bid day
  • Have a thorough knowledge of the plans and specifications
  • Write RFI's during the bidding phase
  • Demonstrate a working knowledge of means and methods of construction
  • Can identify advantages as well as areas of high risk with each project bid
  • Able to work in various project delivery systems; i.e. design-build, CM-GMP, lump sum, etc
  • Aggressively focus on delivering the highest level of quality on all projects
  • Communicate quality goals to all project team members, including superintendents

Proactively identify potential "problem areas" early in the process and developstrategies to overcome obstacles

  • Provide quality control/assurance support on self-performed work and subcontractors' work in conjunction with the quality control manager
  • Resolve problems as they arise; notify the department head as needed
  • Complete a post-job review on every project to identify and discuss "lessons learned" as well as "project victories”
  • Maintain accurate project documentation
  • Document and log all change orders and constantly discuss them with the owner until closed
  • Create and log a photo history of the project

Profitability:

  • Understand and price the cost of either one component of a large project or all components of a smaller project
  • Solicit subcontract quotes as required and maintain documentation for a good faith effort by the specifications
  • Obtain a minimum of three (3) subcontractor quotes for all scopes not being performed by your company
  • Participate in subcontractor “recruitment / outreach” activities as necessary to ensure the company is getting strong bid participation on scopes you don’t self-perform
  • Ensure that all quantities necessary for the individual project are surveyed
  • Have the pricing checked by the appropriate party and have the totals ready for bid day
  • Price supervision costs based on the projected duration of the job; have those costs reviewed by the appropriate parties to ensure buy-in before you submit the bid
  • Negotiate with owners and find other ways than price cuts to win work
  • Assist the operations team in the buy-out of all major subcontractors
  • Understand the components of labor wages
  • Develop pricing based on labor productivity and crew types
  • Proactively and aggressively pursue and manage the change-order process
  • Conduct formal, comprehensive pre-job planning meetings to review estimates, plans, and specs with estimators and superintendents
  • Review all design revisions for changes in cost and schedule
  • Support the project budget, schedule, and contract documents by effectively buying out material and subcontractors promptlySchedule:

Develop a preliminary schedule to determine the length of time necessary for pricing the job
Understand, with help from the Operations resources in the company, the duration ofthe jobso you can price self-perform labor and equipment costs accurately

  • Understand the job duration to accurately project supervision costs associated with the successful execution of the job
  • Work alongside the Estimating Departmental Manager to help ensure that the necessary people to take all subcontract and vendor quotes are available
  • Schedule and review the entire estimate with the operations team within one week of contract award; drive the “project turnover meeting” so that the operations team understands all assumptions associated with costs, schedule, and scopes before the job starts
  • Meet bid deadline successfully
  • Develop and maintain a comprehensive CPM schedule from award through completion
  • Document change order effects of the overall schedule and convey this information throughout the project team
  • Update the schedule every week with the superintendent to accurately reflect actual progress
  • Prepare and review the short-interval CPM schedule with the project team including subcontractors
  • Communicate productivity goals, milestones, and critical path to the superintendent who will communicate these goals to the foreman and subcontractors
  • Review project management procedures with all involved parties, i.e., submittals, invoices, RFIs, change orders, close-out documents, etc
  • Monitor submittal approvals and shop drawing process in accordance with the project schedule
  • Ensure the punch list is performed promptly and all closeout procedures are completed
  • Report issues and delays to the owner, and department head regularly

Customer Satisfaction (includes both internal and external customers):

  • Externally, maintain good client relationships
  • Work with the operations team to develop the scope of work to be reviewed with the subcontractors
  • Participate in subcontractor scope review meetings as necessary
  • Help / assist to resolve project problems, disputes, and open issues on a timely basis
  • Internally, help foster an efficient, productive environment by getting to know co-workers
  • Interact positively with Estimating / Business Development management, other members of the estimating team, vendors and subcontractors, architects, engineers, owners, project managers, superintendents, and accounting
  • Reward and recognize others for their contributions to the company
  • Spend time developing and mentoring others
  • Serve as the main liaison between owner/design team personnel and company’s personnel
  • Communicate the updated schedule with the customer regularly as required
  • Communicate and work proactively to address subcontractor issues
  • Resolve project problems, disputes, and open issues on a timely basis
  • Foster an efficient, productive environment by getting to know co-workers

Skills and Abilities:

· Strong leadership and mentoring skills to build a high-performance team

· Ability to prioritize and maintain a high-volume, high-demand schedule

· Excellent attention to detail with a high degree of accuracy

· Proficient with HCSS Heavy Bid or B2W estimating software

· Proficient with MS Project or equivalent with experience developing resource-loaded, tracking CPM schedules

· Proficient with Microsoft Excel and Word

· 5 years of direct experience managing prime DOT and municipal contracts requiring combination of self-perform work and subcontractors

· Working knowledge of asphalt material quality metrics is preferred

· Viewpoint Vista or equivalent experience required

Education and/or Training:

· Undergraduate degree Civil Engineering or Construction Management
