Under general supervision, performs Engineering technical review of subdivision plats and construction documents for subdivision development within the County’s Engineering Department.ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Performs Engineering technical review of subdivision general plans, plats, and construction documents for subdivision development including streets, utilities, wastewater treatment plants, water plants, and drainage plans for approval by the County Engineer.
  • Reviews and recommends platting policy variance requests.
  • Coordination with Cities to solicits developer contributions for County-maintained roads as defined on the Thoroughfare Plan.
  • Provides coordination and input into public right of way abandonments, donation deeds, sponsorship letters, and participation agreements.
  • Coordinates with other County departments, city and state agencies, and special purpose entities on plat and plan approval, right of way participation and improvements, and permitting requirements.
  • Works with other Engineering Department staff when developer contributions are to be used on publicly bid capital projects.
  • Preparation of documents submitted to Commissioners Court for plat approval recommendations, variance requests, donation deeds, developer participation agreements, and acceptance of streets for County maintenance.
  • Assists the public with issues related to property boundaries, right-of-way boundaries, and ownership.
  • Works with the public to compile and review all documentation necessary for small subdivisions, property reconfigurations, and statewide platting exceptions including affidavits and Commissioners Court approvals as appropriate.
  • Provides general assistance to the public concerning procedures for platting and obtaining permits including restrictions on the floodplain and refers potential permit applicants to other permit-issuing departments/staff as appropriate. 
  • Maintains an awareness of state and federal code changes.
  • Represents the Engineering Department on development projects.
  • Facilitates construction document modifications on non-mobility projects through the engineer of record when County construction inspection staff determine that field changes are appropriate.
  • Prepares documents, gathers information, and takes notes for Pre-Development Meetings. Leads meetings when Senior Development Technician is not available.  
  • Seeks guidance from Senior Development Technician on work/project issues. 
  • Coordinates work and work load with other Development Technicians.  
  • Participates in planning of programs, policies, and objectives for Engineering Department.
Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate County managers.

MINIMUM QUALIFICATIONS:
Education, Experience and Training Guidelines:
High school diploma or equivalent; AND one year of experience with subdivision platting and construction plan preparation or review.  Good verbal and written communication and organizational skills; good interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials; ability to read and understand construction plans and topography and complete assigned tasks in a timely manner; ability to understand civil engineering technology; basic knowledge of computers and software programs such as databases, spreadsheets, and word processors and use of computers, tablets, and phones to communicate data digitally.  College courses or technical certifications in planning or surveying and supervisory experience a plus.
 
Knowledge of:
  • Applicable local, state and Federal statutes, rules, codes, and regulations governing subdivision platting and construction.
  • County permitting requirements.
  • National Emergency Number Association (NENA) road naming rules.
  • Microsoft Office Suite software (Word, Excel, Outlook, Access) and Windows Operating System.
 
Skill in:
  • Communicating effectively, both orally and in writing.
  • Establishing and maintaining cooperative working relationships with supervisors, engineering staff, other County departments, elected officials, external public agencies and organizations, contractors, engineers, manufacturers, registered sanitarians, business owners, real estate agents, designers, site evaluators, property owners, civic organizations, and the general public. 
  • Effectively leading and presiding over meetings.
  • Using initiative, discretion, and decision making within established procedures, guidelines and rules.
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions.
  • Building effective work teams and providing effective customer service.
  • Operating a personal computer and various software applications.
 
LICENSE & CERTIFICATION REQUIREMENTS:
Valid Texas Driver’s License.
 
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is typically performed both in an office work environment. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.DISCLAIMER
