The Broward County Board of County Commissioners is seeking qualified candidates for Economic Development Manager. The Office of Economic and Small Business Development is looking for a dynamic and experienced Economic Development Manager to lead Broward County's economic development activities inclusive of entrepreneurship, workforce development, Broward Municipal Services District Redevelopment, Municipal and Chamber partners business development and international trade programs. Under the supervision of the Assistant Director, this position will perform tasks necessary to facilitate relationships with community partners, with the purpose of growing the program and increasing the County’s economic development influence and reach. The County's economic development functions and programs have grown significantly in the last five to eight years and we are looking for an effective manager that will have the responsibility of leading, motivating, empowering and organizing the staff to provide innovative, effective, and efficient coordination of all economic development activities and programs. We are also seeking a manager who can propel our office and the county in the areas of economic development for the next decade and beyond. Excellent personal effectiveness, staff oversight, instruction, and empowerment along with time management skills are required to be able to manage multiple projects, with pressing deadlines and competing priorities.

General Description
Manages and coordinates economic development programs and initiatives for the County.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

The functions listed below are those that represent much of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Supervises and Manages Economic Development staff, including human resources management functions, while directly reporting to the Assistant Director. Research, develops and recommends economic development and redevelopment strategies, international trade policies and programs for target development areas and industries.

Works under executive supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through scorecards, reports, and conference presentations.

Manages all economic development activities for the Broward Municipal Services District (BMSD, formerly known as unincorporated Broward) including the BMSD Economic Development Program and other business assistance resources.

With a special focus on business attraction and retention, coordinates with internal agencies and the County's private sector economic development partner, to review and analyze economic development projects, incentives, and tax-exempt financing requests, formulating recommendations for approval. Acts as liaison to the County’s business community, including financial institutions, colleges/universities, and workforce development agencies.

Manages the County's entrepreneur development program and coordinates countywide services to support and attract entrepreneurs and startup businesses; acts as liaison to economic development groups, cities, chambers of commerce, and partners, attends meetings and presents economic development plans and programs.

Provides information and directs technical assistance to businesses, entrepreneurs and startups regarding economic development, resources, incentives, and financing programs; works with municipal partners on special development and re-development district activities.

Manages workforce development programs and initiatives in coordination with community partners, including the County's Construction Apprenticeship Program and collaboration with Prosperity Broward, CareerSource Broward, and other partners.

Manages the County's International Trade Program, technical assistance, and programming to support the Commission's Strategic Goals.

Performs contract administration activities for the County's contract with its private sector economic development partner and other economic development consultants; performs administrative duties including development, monitoring, and reporting of section performance measures.

Provides management support for ESF18 activities where the County provides immediate and short-term assistance to local private-sector entities; stabilize the local economy; and effectively utilize local private-sector assets in response operations following a large-scale incident.

Works closely with the Community Relations and Outreach Manager to coordinate outreach programs designed to enhance economic development, including international businesses.

Project and contract management of business grant and loans programs.

Represents the office, Director, Assistant Director and County in meetings, conferences, and professional associations, as directed.

Performs related work as assigned.


Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, economics, urban planning, or closely related field.

Requires six (6) years in business development, business finance, marketing, and commercial development, including three (3) years of management experience or closely related experience.

Special Certifications and Licenses Required
None.

Preferences

Master’s degree from an accredited college or university with major coursework in business or public administration, economics, urban or regional planning, or closely related field
5 years experience formulating and recommending policies relative to business development and retention strategies, incentives, and training programs
3 years experience overseeing economic impact analysis, reports, and utilizing Economic Impact Analysis Tools, (ie.REMI, RIMS II, IMPLAN)
Certified Economic Developer (CEcD) Certification
5 years experience in workforce development activities, including managing and supporting apprenticeship programs
4 years administering Community Redevelopment and/or Economic Development Initiatives including experience with Entrepreneur Development training programs or similarly related program
3 years experience in workforce development activities, including managing and supporting apprenticeship programs
