Job Description

 

  • Background.  The JRO-CBRND is chartered to coordinate and integrate Service, Combatant Command, and Joint Staff operational requirements for all Department of Defense CBRN Defense programs, and acts as the Chairman, Joint Chiefs of Staff (CJCS) focal point for CBRN Defense and countering weapons of mass destruction issues. The JRO-CBRND is a Chairman’s Controlled Activity reporting to the CJCS through the Director J-8 (Force Structure, Resources, and Assessment Directorate).

     

    Performance Based Tasks Required

  • Responsible for independently operating as the JRO CBRND representative at the command/staff element to which they are assigned.
  • Liaison Officers will assist the command/staff element to which they are assigned to represent its CBRN defense and CWMD requirements to the Defense-wide Chemical and Biological Defense program (CBDP), the Joint Staff and the Services.
  • Liaison Officers will represent the needs and concerns of the command/staff element to which they are assigned to the JRO.
  • Coordinate and advocate for CWMD and CBRND requirements through Joint Capabilities Integration and Development System (JCIDS) to both the JROC and Program Governance Frameworks.
  • Increase awareness of global trends, threats, and adversary CBRN capabilities to address gaps in Joint Force CBRN capabilities and validate joint requirements developed by the military departments.
  • Review and validate whether a CWMD or CBRND capability proposed by an armed force, defense agency, or other DoD entity of the fulfills a gap in joint CBRND military capabilities.
  • Integrate and Coordinate joint performance requirements that: 1. Ensure interoperability, where appropriate, between and among joint military capabilities; and 2. Are necessary to fulfill capability gaps of more than one armed force, Defense Agency, or other DoD entity.
  • Integrate and Coordinate performance requirements for any existing or proposed CWMD or CBRND capability submitted to the JROC.
  • Identify new CWMD and CBRND joint military capabilities based on advances in technology and concepts of operation. Maintain visibility of research, development, and acquisition (RDA) and demonstration activities associated with the CBRND programs of the Services, Combatant Commands and relevant defense agencies. Recommend to the JROC those RDA efforts that should be designated as CBRND programs. Identify and assess shortfalls where RDA programs do not meet capability requirements.
  • Identify alternatives to any acquisition program that meets approved joint military capability requirements.
  • Coordinate and manage the CBRND requirements document approval process to include approving Service and combatant command-validated joint requirements documents along with Service-specific approved annexes in accordance with CJCSI 5123.01I and the JCIDS Manual.
  • Support the development of the DoD Chemical and Biological Defense Program (CBDP) and the DoD Radiological and Nuclear Defense Capabilities Development Program (RNDCDP) Program Objective Memorandums (POM) and supporting activities (eg. Program Reviews).
  • Assist in the development of the following documents: 
    • (a) Joint CBRND Modernization Plan (MODPLAN). The CBRND MODPLAN is a JROC approved document executed biennially to shape the development of CBRND capabilities to keep pace with future threats, DoD strategy, and evolving concepts. The MODPLAN informs the development of, and investment in, future solutions, by synthesizing intelligence, risk assessments, and capabilities-based analyses to increase Joint Force resilience in order to deter adversary CBRN use and prevail in a CBRN threat environment.
    • (b) CBRND Integrated Risk Assessment (IRA). The CBRND IRA is a JCB approved assessment, executed biennially, to evaluate operational risk arising from CBRN threats posed by adversaries outlined in the National Defense and National Military Strategies. The IRA considers CBRN threats to the Joint Force’s ability to succeed in its assigned missions. The IRA aggregates analysis from a variety of sources, including Joint CBRND Operational Risk Assessments, Chairman’s Exercise Program events, the Annual Joint Assessment, Chairman’s Gap Assessments, and Capability Portfolio Management Reviews. The IRA informs the JCBRND MODPLAN, CBDP and RNDCDP investment decisions, and requirements generation activities.
    • (c) Operational Risk Assessments (ORA). ORAs are JCB approved studies to evaluate the risk to priority plans and contingencies based on assessed CBRN threats. The CASSANDRA-series assessments have demonstrated the value ORAs provide in assessing risk based on current capabilities and planned capability delivery across the FYDP. N0018923R3041 - FINAL Page 9 of 45 ORAs employ the CJCS risk assessment methodology to achieve a graded and informative view of risks to the force and mission through a scenario-based assessment to identify current and residual risks and the corresponding sources of risk to priority plans and contingencies.
    • (d) CBRN Vulnerability Report (VR). The VR is a JCB approved study executed biennially to highlight force provider assessments of operational vulnerabilities to priority Combatant Command operational plans and contingencies based on theater CBRN threats. The CBRN Vulnerability Report instills discipline in the requirements generation process through a risk-based approach that: conforms to the CJCS risk instructions, is operationally relevant in considering numbered plans, and considers DIA-validated threats and plausible futures.
    • (e) Solutions Studies. Solutions studies refine solutions to previous CBAs to keep pace with technology and approaches. There are two types of solutions studies: general and CDD-focused. General solutions studies define and refine the portfolio (ie. Integrated layered defense), while CDD-focused solutions inform specific requirements such as KPPs, KSAs, and acquisition objectives to ensure the provision of appropriate capabilities and capacities necessary to mitigate validated capability gaps.
    • (f) Capabilities Based Assessment (CBA). As the Joint Requirements Sponsor, the JRO-CBRND conducts CBAs to provide a robust assessment of a mission area, or similar bounded set of activities, to assess the capability and capacity of the joint force to successfully complete the mission or activities. CBAs lead to the identification of new or modified capability requirements and associated capability gaps. If the capability gaps represent significant operational risk to the joint force, then these capability requirements, along with recommendations for materiel and/or non-materiel approaches for closing or mitigating the capability gaps, may be submitted to the JROC for validation.
    • Capabilities Portfolio Management Review. As directed by the JROC, conduct CWMD and CBRND Defense CPMRs to support the determination of the Joint Staff, Services, and other DoD components’ positions for the annual Program and Budget Review (PBR) and inform capability development across the DoD. CPMRs will address opportunities, challenges, risk, and trade-space associated with CWMD and CBRND portfolios that enable DOD strategic objectives. Informed by the Joint Staff, Services, CCMDs, and DoD level analysis and assessments, CPMRs will offer the JROC options to optimize capability investments in priority gap areas while mitigating risk. The Protection FCB Chair will provide CPMR guidance and priorities for all CWMD and CBRND capability areas.
    • Threat-to-Risk (T2R) Studies. These studies aid in bounding the threat to enable capabilities development. T2R studies evaluate whether threats are both technically plausible and tactically useful. These studies help requirements integrators and the capabilities development enterprise understand how the threat will evolve and what risk threats pose to the Joint Force.
  • Execute integrated plans teams and working groups to coordinate requirements generations activities in coordination OSD, Services, Combatant Commands, Defense Agencies, and other stakeholders, as required. The Director, JRO-CBRND may establish working groups to support requirements generation activities, as required. Standing teams and working groups executed by the JRO-CBRND, include:
    • CWMD Working Group. In accordance with CJCSI 5123.01I, the JRO-CBRND conducts the activities of the CWMD WG under the Protection FCB. The CWMD WG conducted at least monthly and serves as the entry point for CBRND requirements into the Joint Requirements Oversight Council. The DDJRO, or a delegated representative, serves as the Chair for the CWMD WG. (b) Integrated Concept Teams (ICT). ICTs are multidisciplinary teams drawing representation from across the CBRND Enterprise to review materiel and non-materiel approaches that address documented Joint Force capability needs/gaps. ICTs provide a joint environment for developing requirements generation documents, and will include operational, science and technology, and developmental subject-matter experts from across the CBRND enterprise. The ICTs are conducted quarterly and as required, to provide enterprise-wide shared understanding, address near-term issues, and inform upcoming Senior Leader decisions.
    • Joint Threat Coordination Group (JTCG). The JTCG brings together stakeholders to provide oversight and guidance regarding intelligence threat support to the CBRND enterprise. Convened on an “as needed” basis, generally 2-3 times per year, the JTCG provides an opportunity to provide IC updates and to highlight new intelligence reporting. The DDJRO, or a delegated representative, serves as the Chair for the JTCG. Key activities of the JTCG include:
      • Intelligence Requirements List (IRL). The CBRN IRL is a product developed to formally task DIA and NGIC to conduct intelligence collection efforts related to foreign state and non-state CBRN programs. It addresses the priorities and challenges in the National Military Strategy. The IRL is published biennially and informs the review and revision of the DIA and NGIC CBRN Threat Modules and inform capabilities development.
      • Validated Online Lifecycle Threat Report (VOLT). The VOLT report is the authoritative threat assessment tailored to each program. A VOLT report includes threat modules and is written to articulate the relevance of each module to the specific acquisition program or planned capability.
      • Chemical, Biological, and Nuclear Threat Modules & Reports. The Defense Intelligence Threat Modules address CBRN threat capability developments in the next 20 years. Authored by the Intelligence Community Science and Technical Intelligence (S&TI) experts, threat modules provide broad threat technology trends and projections with hyperlinks to supporting foundational intelligence. DIA’s Defense Technology and Long-Range Analysis Office centrally manages the production and update of threat modules to ensure their currency and availability for use as the primary threat content in VOLT reports. Module updates occur approximately every 2 years or as needed to account for significant threat developments.
  • Act as the Joint Staff focal point for the determination of materiel and non-materiel CBRND requirements and support program analysis. Participate in the development of military and national CBRND policy.
  • Serve as the Joint Staff point of contact for international and coalition CBRND meetings and working groups.
  • Assist OSD in developing and coordinating Defense Planning and Programming Guidance, in regard to CBRND issues.
  • Review and provide input to proposed congressional testimony, as requested, and to other speeches, presentations, briefings, and testimony, where appropriate, in support of the Chairman; the Vice Chairman; Director, Joint Staff; Director, J-8; or Vice Director, J-8.
  • Function as the Joint Staff POC for coordination of DoD CB Defense Program Annual Report to Congress.
  • Prepare and process comments or recommendations for the Director, J-8, on issue papers, program budget decisions (PBDs), program planning objectives (PPOs), the DoD portion of the President's budget message, the posture and budget statements of the Secretary of Defense and the Defense Policy Review Board (DPRB) and the National Security Council deliberations on CBRND programs. Assist in preparation of the Chairman's Annual Military Posture Statement.
  • Coordinate with the Services, relevant defense acquisition agencies and the Office of the Director for Operational Test and Evaluation (DOT&E) to ensure joint CBRND requirements are effectively reviewed during developmental testing (DT) and operational testing (OT) and evaluation.
  • Assess Combatant Command CCMD priorities in support of the Annual Joint Assessment (AJA) and Chairman's Gap Assessment (CGA).
  • Concept Development. (a) Lead Joint operational concept development for all CWMD and CBRND capability areas. (b) Coordinate with and support J-7 in the development of Joint Concepts involving CWMD and CBRND issues. (c) Examine regional and global CWMD and CBRND threats and challenges from a Joint and multinational perspective. (d) Lead Joint Supporting Concept development for CWMD and CBRND to support the Department's Joint Warfighting Concept to improve joint force integration. Synchronize CWMD and CBRND equities across the Functional Battles in the Joint Warfighting Concept to promote a Total Joint Force approach. (e) Lead operational architecture development to provide a framework to identify capability gaps, derive capability requirements and enable senior leaders to make key decisions more effectively through organized information sharing across the Services, Agencies, Combatant Commands, and the Department of Defense.
  • Provide CBRND and CWMD expertise and input to the Chairman's net assessments.
  • Provide CBRND and CWMD expertise and support to J-8(SAGD), J-8(FD), and OSD(CAPE) in the production of wargames, Defense Planning Scenarios (DPS), MultiService Force Deployment (MSFD) Scenarios, and other Support to Strategic Analysis (SSA) products.
  • Establish a security office capable of handling all levels of classification and sensitivity, including special access required matters. This office will be responsible for the administration and enforcement of all security matters associated with the JRO-CBRND.
  • Support, advise, and assist with the development of JRO-CBRND office-controlled funds for submission in the format required by the Joint Staff.
  • Identify, support and facilitate non-materiel solutions to validated capability gaps through the development of multi-Service and joint CBRND doctrine, training, leader development, education, and exercises.
  • Develop, support and facilitate the development of Joint and multi-service CBRND Doctrine.
  • Plan, support, facilitate and execute Joint CBRND training, leader development, education, and exercise events.

Duty:  This position is full-time on site.  The contractor can expect to work at the US Government facility 5 days a week.

Security Clearance: DoD Secret 

Travel:  10-30% travel depending on projects assigned. 

Additional Information

Salary range: $160,000-$170,000
