This position is located in Vale District, in Baker City, Oregon and serves as the primary line officer responsible for management of the National Historic Oregon Trails Interpretive Center (NHOTIC) which receives over 10,000 visitors per year.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) Overseeing budgeting systems to ensure work plan targets are met and/or to assist with long-range planning of program objective activities; (2) Interpreting policy/regulatory requirements to ensure sound management practices for land and natural resource programs; (3) Developing or delivering public education or interpretive programs; (4) Performing supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members; (5) Negotiating with internal/external stakeholders for consensus building and facilitation.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Responsibilities:

Position serves as the primary line officer responsible for management of the National Historic Oregon Trails Interpretive Center (NHOTIC) which receives over 10,000 visitors per year. Incumbent provides supervision and guidance to a team of interpretive specialists, Park Rangers, and a curation specialist. Position oversees the day to day operation of a detached BLM facility ensuring for the safe efficient operation of this public facility. Incumbent has the ability to seek and maintain cooperative relationships with tribes, local government, interest groups, and the community. Incumbent has knowledge of the development of interpretive programs sufficient to review and guide the development of a diverse array of historical interpretation programs relating to the settlement of the American West, The American migration experience, and Native American experiences during the westward migration period.
