To qualify at the GS-05, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in federal service having demonstrated experience in at least 3 of the following: 1). Experience maintaining automated systems to track/monitor procurement and contract documents; 2.) Experience preparing, coordinating, and reviewing acquisition actions; 3.) Experience purchasing supplies for an office; 4.) Experience resolving purchase issues; 5.) Experience reviewing and editing documents for clarity, grammar, punctuation, spelling and required formats; 6.) Experience in using personal computers and database, spreadsheet, and word processing software applications; 7.) Experience performing record keeping and filing.

Education: Successful completion of 4 years above high school. If you are basing your qualifications on education, you must submit a copy of your UNOFFICIAL TRANSCRIPTS with your application.

Combination of Education and Specialized Experience may be used to qualify for the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Responsibilities:
Duties at the full performance level include:- Coordinate the preparation of the initial paperwork for contracts and agreements. Guides the COR/specialist through the process of paperwork completion, ensuring that proper forms are submitted within established time frames.
- Review initial plans requiring a contract and/or agreement and advises the COR/specialist on the basic contract options available for accomplishing the work.
- Coordinate the completion of the paperwork needed for the contract and/or agreement and works with the COR/specialist to finalize specifications and cost estimates that meet Acquisition Management deadlines.
- Prepare, process, and monitor purchase requests for the Program, using a variety of required systems.
- Serve as a liaison with Acquisition Management throughout the life of the purchase request
- Monitor and review invoices.
