To qualify for this position you must meet the specialized experience for the series to which you are applying.

Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Leading or participating in the coordination of engagements with external oversight bodies, such as the Government Accountability Office (GAO) and the Office of Inspector General (OIG), and supporting efforts to implement recommendations made by these groups.
2. Leading or participating in risk identification, analysis, management, or reporting for an organization (Branch/Division/Enterprise).
3. Coordinating and performing programmatic internal control reviews and assessments in accordance with OMB Circular A-123 and the GAO Standards of Internal Controls in the Federal Government (Green Book).
4. Applying knowledge of management accountability and control regulations, laws, policies, practices, principles and guidelines such as OMB Circular A-123, Federal Managers Financial Integrity Act of 1982 (FMFIA), Foundations for Evidence-Based Policymaking Act of 2018 (Evidence Act), and GPRA Modernization Act of 2010 (GPRAMA).

Responsibilities:

This position is located within the United States Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Policy and Analysis, Evaluation branch. This position is for one vacancy and will be located in the following locations: Jefferson, Louisiana; Anchorage, Alaska; Camarillo, California; Houston, Texas; Washington, D.C. OR Sterling, Virginia.

At the full performance level (GS-13). the incumbent will perform the following duties:

1. Conducts program evaluations and internal control reviews to measure the effectiveness, efficiency, and compliance of program activities to measure achievement of stated goals.
2. Coordinates with program offices to develop tailored quality assurance standards and protocols, and measure activities against those standards to determine the adequacy of processes to achieve stated goals and the adherence to those processes.
3. Supports coordination of engagements and development of bureau responses to external oversight bodies, such as the Government Accountability Office (GAO), and the Office of Inspector General (OIG), and supports efforts to implement recommendations made by these groups.
4. Analyzes actions taken as the result of external and internal evaluations and review, including quality assurance measurement, to determine if those actions have been fully and successfully implemented.
5. Supports efforts to strengthen understanding of enterprise risk management and internal controls. This may include conducting interviews to gather risk and risk treatment information at the programmatic, entity, and enterprise levels; participating, in and coordinating development of workshops to identify enterprise risks and risk treatments; synthesizing and performing analysis of risk and risk treatment information to determine levels of risk in relation to established risk tolerance and agency priorities; and supporting administration of systems related to enterprise risk management.
6. Assists in the development of policy, procedural, and other governing documents for the bureau's management accountability and controls programs.
7. Participates in OPAA efforts to ensure linkage of the bureau's strategic planning and program performance efforts with broader bureau planning, policy, and budget formulation work. This includes progress of BSEE programs in meeting commitments under the Government Performance and Results Act, the Federal Managers Financial Integrity Act, Office of Management and Budget Circular A-123 and other applicable laws and regulations relating to program accountability and results.

Houston, Texas: $95,607.00 to $124,289.00 per annum.
Anchorage, Alaska: $93,367.00 to $121,378.00 per annum.
Jefferson, Louisiana: $82,830.00 to $107,680.00 per annum.
Camarillo, California: $95.905.00 to $124,677.00 per annum.
Washington, DC and Sterling, Virginia: $94,199.00 to $122,459.00 per annum.

Houston, Texas: $113,689.00 to $147,793.00 per annum.
Anchorage, Alaska: $111,026.00 to $144,331.00 per annum.
Jefferson, Louisiana: $98,496.00 to $128,043.00 per annum.
Camarillo, California: $114,044.00 to $148,255.00 per annum.
Washington, DC and Sterling, Virginia: $112,015.00 to $145,617.00 per annum.


First time hires to the Federal government normally start at the lower salary range of the grade level.
