The Manager of Proposal Development will be responsible for leading the proposal process and team in the planning and executing of the overall proposal development life cycle. Work with internal team members to ensure clear value proposition, win themes, and strategic alignment. This role requires an ability to work under pressure and meet challenging deadlines.
This is a REMOTE position. BHS is seeking candidates throughout the US. Applicants outside of Maryland will be considered for this role.
Reports to: VP, Customer Solutions
Duties and Responsibilities
- Lead, develop and manage the RFP Team to produce high-quality products delivered on time
- Develops and maintains content in RFP software
- Identifies, evaluates and selects appropriate RFP opportunities through bid sites or other channels
- Manages our GSA certification, requirements and presence
- Prepares for and attends pre-bid conference calls/meetings as needed
- Analyzes competitors and positions products accordingly
- Supports our marketing team and product development team to ensure sales content is consistent among all materials including but not limited to proposals and sales presentations
- Creates custom sales presentations for finalist meetings
- Improves proposal production process, including development of SOPs
- Develops and owns RFP Strategy and Proposal Management Plan with the use of a technical project management process
- Establishes and ensures adherence to all proposal policies, procedures, and timelines to develop a submission that is technically and financially sound, responsive, compliant, and of the highest quality
- Collaborates with BD, SMEs, marketing, and senior-level management to clearly articulate a winning strategy, and compelling responses
- Consults with key stakeholders as needed to ensure quality and adherence to corporate risk management and legal compliance
- Ensures the response clearly conveys the proper key messages, value propositions, and differentiators
- Revises proposal drafts for compliance, clarity and concision-leveraging existing templates, where appropriate
- Researches, analyzes, creates, documents, and shares proposals, including proof points; past proposals for lessons learned, reuse; and past performance data
- Leads complex service implementation for all new business won by RFP response to ensure proper transition from sales to service and to ensure promises made are ready to be delivered as proposed
Specific Requirements for Position
- 3-5 years’ experience writing technical and business proposals for an EAP
- Strong project management skills, project management certification a plus
- Computer proficiency- Microsoft Word, Excel, PowerPoint, SharePoint, Bid sites, RFP software, CRM
- Ability to manage assignments with firm deadlines and shifting priorities
- Ability to work independently and collaboratively
- Ability to interpret, understand and provide compliant responses to customer requests
- Ability to make decisions in the absence of authority
- Ability to work the hours necessary to accomplish the tasks assigned which may include evenings or weekend support as needed
