BWXT is currently seeking a Contracts Manager for its Erwin, TN location!


BWXT’s mission is to provide safe and effective nuclear solutions for national security, clean energy, environmental remediation, nuclear medicine and space exploration. We have manufacturing facilities, laboratories and work sites across the country, all of which require products and services to work efficiently and effectively.


Job Description/Duties:


  • The focal point, both internally and externally, for all contracts and contract related actions, including leases, non-disclosure agreements, and teaming agreements.

  • Manages the prime contracts procurement process.

  • Ensures that NFS complies with all government property requirements.

  • Supports senior management and the Legal Department on issues related to contracts and other related issues as needed.


Job Qualifications/Requirements:


  • Manages all aspects of contracts with government and commercial entities.
  • Negotiates contracts and modifications as required.
  • Oversees and maintains records on all contracts including non-disclosure agreements, leases, teaming agreements, operating agreements, etc.
  • Responsible for adherence with applicable corporate policies.
  • Staffs, trains, and develops personnel required to support current and projected needs for contract management.
  • Represents the company and manages direct communications in all contract activity.
  • Knowledge of government contracting practices and FAR and DEAR regulations.
  • Manages the Government Property Management System.
  • Manages the Sales Order System.
  • Has signature authority for the Company relative to assigned financial, contractual, and/or legal obligations.
  • NFS point of contact and coordinator for any matter involving potential export control issues.
  • Negotiates and monitors annual small business subcontracting goals.
  • Responsible for all aspects of proposal preparation (from inquiry receipt until successful conclusion of negotiations) and submission for potential projects to ensure that bids are responsive, competitive, and complete.
  • Negotiate Terms and Conditions of contracts as well as financial aspects of contracts with both customers and suppliers
  • Ensure contracts are in compliance with Federal Regulations (FAR, DFAR, ACR) as applicable.
  • Communicate with Corporate Contract Management Staff on a regular basis and provide routine reports
  • Communicate with customers on a regular basis and ensure that reporting requirements with customers are adhered to
  • Interact and coordinate with customers and internal functions: Engineering, Purchasing, Estimating, Project Management, Legal, etc. during bidding and contracting phases (lead BWXT negotiating team for new contracts).
  • Develop and manage the proper Master Service Agreements, along with Purchasing and Legal, to support site activities.
  • Coordinate with Purchasing the compliance of purchase orders and bid assessments to ensure compliance with government contracts and corporate procedures.
  • Review all terms and conditions deviation requests and coordinate with Legal when necessary, before purchase order issuance.
  • Ensure proper flow downs for vendors through contracts, for FOCI requirements and CSCS documentation.
  • Lead NFS team during Contract Closeout activities
  • Manage Nuclear Fuel Services’ draft CPAR review and CPAR improvement plan throughout the year
  • Assist and expedite contract amendment reviews as needed
  • Review and interpret customer’s bid specification. Alert internal personnel to potential concerns.
  • Identify and evaluate associated risks with proposed projects and address these factors with management.
  • Lead all aspects of quote process.
  • Ensure complete and timely submission of responsive bids.
  • Maintains annual Sam.gov registration.

Preferred Qualifications/Requirements:


  • Must possess strong time management, organization, and computer skills.
  • Must be self-motivated and able to work on multiple tasks with superior attention to detail.
  • Strong written and verbal communication skills required. Strong interpersonal skills both with internal team and in a customer environment.
  • Must have the ability to learn and retain knowledge of Government contract law, good business practices, accounting, scheduling, contracting techniques (negotiation and analytical skills) and technical competence.
  • Knowledge of the company’s product, including similar operations, and business practices is beneficial.
  • Must be a U.S. citizen with no dual citizenship.
  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) clearance.
  • B. S.
  • - Business, Finance, Engineering or technical field.
  • A minimum of 7 years' experience in contracts management, finance and account, or program management.
