The Paralegal III Senior Division of Investment Management shall provide legal research and support to the Division of Investment Management. The Division of Investment Management supports the Commission in its mission to protect investors, maintain fair, orderly, and efficient markets, and facilitate capital formation.
Responsibilities- Independently perform legal research of substantial variety and complexity in regulation of investment companies, variable insurance products, and federally registered investment advisers.
- Select, assemble, summarize, and compile substantive information by use of statutes, regulations, department orders, digests, commentaries, legal instruments, and other legal reference material.
- Independently reviews, processes, and prepares documents covering diverse and complex legal issues or problems.
- Prepare legal memorandums based on the analysis of questions presented, administrative action decisions, and administrative process procedures.
- Receive, analyze, and researche pertinent legal issues, and prepares documents as directed.
- Conduct research for the purpose of assisting attorneys in the assigned area of responsibility.
- Draft internal reports notices, orders and action memos for applications and filings.
- Prepare a variety of written products and other legal documents.
- Prepare replies to correspondence, researching specific problems when sources of information maintained for the purpose are inadequate, and coordinates the proposed reply with the organizational unit responsible for the areas of responsibility involved when deemed appropriate.
- Follow established guidelines, gather, prepare, and summarize relevant materials for use by attorneys and/or other office professionals.
- Review documents and cross-checking information.
- Enter data into computerized systems, updating databases and spreadsheets.
- Obtain documents from paper and electronic files.
- Assist with responding to information sharing requests.
- Perform document review and research and summarizing findings.
- Draft and edit internal and external documents and/or correspondence.
- Assist in the preparation of 508 compliant documents and materials.
- Perform initial compilation of documents for FOIA or production requests.
- Research and collect data and one-off projects.
- Perform complex data-base searches related to filings (e.g., Name Relationship Search Index) and other legal data-base searches (e.g., basic Westlaw, Lexis/Nexus and/or Courtlink), maintaining chronological/searchable databases of office precedent (i.e., comment letters, minutes of meetings and office policy “significant outcomes” memoranda).
- Develop and oversees the maintenance of reporting and record-keeping systems capable of tracking the progress of areas of responsibility.
- Prepare and maintain database monitoring and tracking status (e.g., track and/or organize materials using agency automated database/systems such as word processing software, spreadsheets, computer graphics, presentation software or database applications).
- Leverage skills and talents as needed to support the Division of Investment mission and objectives.
- Other duties as assigned
- Bachelor’s Degree in a related labor category from an accredited college, university, school, or educational institution recognized by the US Department of Education.
- Minimum six (6) years of recent experience as a Paralegal and experience working with securities, investment advisors, and law or accounting firms operating in the securities space is helpful.
- Paralegal Certificate (Certificate not required if degree is in Paralegal Studies or Legal Studies.)
- Ability to provide favorable credit history.
Knowledge, Skills and Abilities
- Possess exceptional oral, written, and reading comprehension skills.
- Strong legal knowledge and research skills. Demonstrated experience researching existing case law or other legal sources for complex security matters.
- Experience drafting and reviewing various legal documents and correspondence.
- Intermediate knowledge and skill in MS Excel with experience utilizing formulas and functions to process and analyze legal data.
- Must have experience creating presentations using PowerPoint.
- High level of accuracy and attention to detail in preparing work product.
- Possess a professional demeanor and can collaborate well with all team members and staff.
- Ability to work independently and effectively in a deadline driven environment.
- Keen sense of accountability and taking ownership over projects.
- Ability to work concurrently on a variety of projects, flexibility in shifting focus.
