Organization Summary:
Community Care Cooperative (C3) is a 501(c)(3) non-profit, Accountable Care Organization (ACO) governed by Federally Qualified Health Centers (FQHCs). Our mission is to leverage the collective strengths of FQHCs to improve the health and wellness of the people we serve. We are a fast-growing organization founded in 2016 with 9 health centers and now serving hundreds of thousands of beneficiaries who receive primary care at health centers and independent practices across Massachusetts. We are an innovative organization developing new partnerships and programs to improve the health of members and communities and to strengthen our health center partners.
Job Summary:
The Director, Policy is a new role designed to provide leadership for C3’s work to advocate for state and federal policies and regulations that improve health equity and access to care, address
social drivers of health, and position FQHCs to succeed in value-based care. Reporting to the Vice President, Policy, the Director will lead policy and government relations activities on behalf of C3 in Massachusetts, while also supporting analysis of proposed state and federal policies and legislation as the company expands our national strategy and implements contracts and operations in CA, LA, NC, OR, the District of Columbia, and other states.
Responsibilities:
• Lead the development and implementation of the organization’s policy strategy and workplan
• Cultivate and maintain strong relationships with key policymakers and others in state governments in Massachusetts, and in other states where C3 has a presence, as needed to achieve policy goals
• Develop relationships with state and national partners to support policy and advocacy efforts
• Monitor state and federal regulatory and policy activities related to FQHCs and provide analysis on the impact for C3 and our health centers
• Track, analyze and prepare public comments on state and federal regulations
• Research Medicaid policies and FQHC, PCA, and HCCN structure and activities in states where C3 doesn’t currently have a presence and provide briefs in support of the organization’s
National Strategy work
• Work across the organization, including with C3’s subsidiaries, to understand and identify opportunities to advance policy and regulatory goals related to payment and reimbursement, telehealth, health equity, quality, social health, pharmacy, technology, and others as needs arise
• Provide policy and advocacy support for the National Strategy team’s consulting activities
• Share information with health centers through regular communication and advocacy alerts
• Represent C3 at conferences, convenings and working groups
• Other duties as required
Required Skills:
• Seven or more years of experience in public policy, advocacy, or government affairs
• Experience leading advocacy engagements in the health, social services, or similar sectors, including directly interfacing with state executive officials, legislative representatives, and their staff
• Excellent critical thinking skills and ability to problem solve
• Excellent interpersonal skills, ability to work collaboratively across the organization, and as part of a team
• Excellent written and verbal communication skills, including exceptional public speaking skills and comfort representing C3 and FQHCs
• Ability to communicate dexterously across a diverse range of stakeholders, from executive management (CEOs, CMOs, CFOs, COOs), to policy makers to other partners
• Ability to juggle multiple priorities in a fast-paced start-up environment
• Expertise in Microsoft Office suite (Excel, PowerPoint, Word) e
Desired Other Skills:
• Familiarity with the MassHealth ACO program
• Familiarity with Federally Qualified Health Centers
• Experience with anti-racism activities, and/or lived experience with racism is highly preferred
Qualifications:
• Bachelors degree required; Masters degree or equivalent experience preferred
