Job Description
CACI International Inc. is looking to start a Mid Acquisition Analyst to support our PEO IWS program at our Washington D.C. location.
What You’ll Get to Do:
- Development of all contract types (i.e. Basic Ordering Agreements, IDIQs, MYPs, etc.) plus all required attachments to support production requirements for the MK82/MK200 Director/Director Control and other components as required.
- Participate in the development of Source Selection Planning development of Independent Government Cost Estimates ((IGCEs), J&As, etc.) and other pertinent Acquisition/Contract documentation necessary to facilitate the contract award process.
- Development of task planning process keeping timely and accurate records of task planning and related acquisition data to support data-driven decision-making for the respective Program Office and support the Program through understanding and tracking the financial status of each contract ensuring procurement documentation is compliant with DOD directives and adhering to Acquisition planning milestones.
- Provide procurement support to the Program Office and reconcile contract and financial data for use in leadership decision meetings. Understand and apply knowledge regarding the relationships between technical, contractual, and financial data using established data management tools.
- Determine impacts to requirements based on changes in funding levels, schedule, and performance and communicate findings to appropriate technical and financial points of contact under the respective Program Office.
- Assist with developing methodologies to conduct and support reviews of PEO IWS Acquisition Documentation toward improved requirements definition and planning as it applies to timely contract award and funding resource execution and tracking.
More About the Role:
- The candidate will be responsible to participate in the development and maintenance of accurate Acquisition data and documentation as it applies toward the development of contract vehicle development, task planning, and financial planning and execution. These documents include: Acquisition Strategies (AS), Acquisition Program Baselines (APB), Acquisition Plans (AP), Single Acquisition Management Plans (SAMP), Command, Control, Communications, Computers and Intelligence Interoperability Support Plans, and Program Environmental, Safety, Health Evaluation Plans, System Engineering Plans, etc.
- Provide Acquisition Policy expertise to ensure Programmatic event, schedules and documentation in support of milestone decisions comply with established policy.
- Coordinate responses to data calls, including obligation phasing plans, with Business Financial Manager (BFM) using task planning and Acquisition data records
- Prepare and maintain Task Planning Sheet (TPS) documentation to track Program Requirements and funding to ensure timely Programmatic funding to support all tasking
- Reconcile funding resources to tasking and requirements and develop impact statements tied to changes in funding and schedule
- Analyze obligation and expenditure data to determine funding execution positions and eligibility for funding reallocation
- Coordinate POM inputs and budget preparation inputs for FMB/OSD/Presidential Budget with BFM
- Update Task Planning Documentation
- Support ad hoc data calls and data analysis as required
- Analyze established policies and processes for areas of improvement
- Create briefings for Senior Level Management within PEO IWS and for various technical and programmatic reviews (AEGIS Focus Day, ARWG, Gate Reviews, etc.)
You’ll Bring These Qualifications:
- Person in this position should have experience working in a PMO, interfacing with PARMs, BFMs, Ship Acquisition Program Managers and OEMs, particularly as it relates to ensuring best business case decisions and timely/accurate preparation of Task Planning, Funding execution/tracking, and contractual documentation and other required documentation.
- Expert in the use of MS Office Suite products (Outlook, Word, PowerPoint, Excel, and Access), Adobe Acrobat Pro, and Skype for Business.
- Knowledge of Acquisition processes as well as DoD and Navy Policy documents including the DoD 5000 series and the Risk Management Policies.
- Bachelor’s degree and 3 years of experience working with Navy Programs.
- Active DOD secret clearance
