CACI is looking to hire a Spectral Program Software Integrated Product Team (IPT) Portfolio Product Manager. This leadership role is in support of the U.S. Navy Spectral Program.
This program is hybrid and requires a mix of work from home with the ability to meet with teams in classified environments as needed. Team locations with classified spaces include Austin TX, Chantilly VA, Sterling VA, Reston VA, Aurora CO, Santa Clara CA, Sarasota FL, Florham Park NJ.
Spectral is a seven-year $1.2B program to provide the U.S. Navy's next-generation SIGINT, EMW, and IO weapon system. The Spectral system is critical to the ability for our forces to fight and win in the increasingly sophisticated and complex EW threats of our adversaries.

What You’ll Get to Do:
You will lead an extremely talented team of Product Owners and supporting teams of software & systems engineers developing the advanced cloud enabled combat systems that make up Spectral, leveraging the most advanced technologies available. Spectral is not only delivering ground-breaking capabilities to the warfighter today, but it is also building an architecture that allows the system to rapidly evolve in the future to always stay ahead of our enemies.
- Lead managing the roadmap and work-scope of a project or significant segment of large complex projects through full life cycle planning, development, and sustainment phases.
- Provide applications systems analysis and programming activities for government sites, facility or multiple locations.
- Prepare long and short-range plans for application selection, full life cycle development, systems development, systems maintenance, risk and change management, production activities and for necessary support resources.
- Work in dynamic and changing environment while assuring key milestone objectives are satisfied with a focus within cost budget constraints.
- Maintain awareness of full program goals and efforts to assure opportunities for shared resources and technical overlap is properly managed and utilized.
- Customer point of contact and provides regular technical presentations as needed.
More About the Role:
- Agile development skills working with large scaled Agile programs leveraging SAFe, CACI ASF, or other scaled frameworks
- Leverage PM skills of scope, schedule and cost management
- Work closely with your Agile development team leadership, especially the Product Owner and Scrum Mater to understand their backlog of work and velocity in Jira
- Be able to relate that forecast and progress to traditional Schedulers and Program Controls teams
- Lead your team by predicting, identifying, and addressing risk, issues, roadblocks, and impediments, and resolving them aggressively and rapidly
- Spectral as an ACAT II program requires EVM management; You’ll be expected to help forecast and measure program performance using EVA techniques. (But remembering our primary goal is to be agile.)
- Ensure cost and schedule baselines are integrated seamlessly into the overall program baseline and satisfy contractual requirements.
You’ll Bring These Qualifications:
- Active TS/SCI security clearance.
- Bachelor's degree in Computer Science, Engineering, Systems Management, or related discipline and at least 10 years of experience.
- Experience of increasing responsibility in the field of project planning and tracking, experience in resource estimation and management as program manager of research, development, and sustainment programs.
- Preferred: Master's degree in Computer Science, Engineering, or related discipline.
- Preferred: Project Management Professional Certification (PMP).
These Qualifications Would be Nice to Have:
- Understanding of software development and electronic warfare
- Bachelor’s degree in computer science related discipline
- Experience working on a program using a DoD Earned Value Management System (EVMS)
- Experience working on Electronic Warfare and SIGINT systems
