Job Description
This is senior level performance (Level III) work.
What You’ll Get to Do:
- Prepare supporting documentation for the budget exercises, requests for reserve release, supplementals and reprogrammings
- Perform operational, short- and long-term trend analyses; and preparing briefings on programmatic activities.
- Coordination across components and functions (human resources, financial resources, Working Capital Fund expenditures, and contracts).
- Utilize specialized analytic, technical, or operational knowledge to meet requirements and priorities.
- Assist senior management with resource decisions, preparing supporting documentation for budget exercises, conducting briefings on programmatic activities, performing trend analyses, and employing program analysis techniques to highlight critical budget, schedule, and performance risk factors.
- Recognize the relevance of analytical results, including historical trends and significant findings, in constructing budget submissions and assessing budget execution; draws inferences, extrapolates, and generalizes as appropriate.
- Ensures that program execution is proceeding within available resource constraints and remains consistent with goals; implements resource realignment (including from multiple sources) as required or in response to unplanned circumstances.
- Develops and implements long-range plans to accomplish goals.
- Prepares documentation, briefings, and discussions that represent, explain, justify, and defend program directions and resource requirements.
- Under minimal direction, explain moderately complex data and results to an audience, conveying language clearly and concisely.
- Ability to adapt quickly to emerging issues, priorities, and a changing work environment and respond to tasking’s under short and changing deadlines.
You’ll Bring These Qualifications:
- Minimum of eight (8) plus years progressively responsible professional work experience in project/program management, quantitative analysis, financial analysis, or structured approaches to analysis to include data manipulation comparable to a full performance level program analyst. Or, eight (8) years of progressively responsible experience comparable to work functions performed at the developmental Cost Estimator performance level or full performance or as a Level II Resource Analyst or equivalent.
- A Bachelor's Degree in business administration or a closely related field with a concentration in financial management or financial analysis or a Bachelor's degree in quantitative analysis, financial analysis, social sciences, or a closely related field.
- A Master’s Degree in quantitative analysis, financial analysis, social sciences, or a closely related field. A Master’s of Business Administration (MBA) may substitute for two years of applicable work experience at the developmental full performance level.
- Strong communication skills (listening, oral, and written).
- Strong working knowledge of MS Office suite of products.
- Excellent interpersonal skills and organizational ability.
- Must possess excellent analytical skills, capable of working independently, and exercising initiative while exhibiting sound/professional judgment.
These Qualifications Would be Nice to Have:
- Knowledge with customer finance and budget system and policies and procedures.
