What You’ll Get to Do:
This position will be located in our Enterprise Services Center in Oklahoma City, OK. You will provide leadership and oversight of company Subcontracts department overseeing proposal preparation, subcontracts administration, organization, process, and execution including subcontractor negotiations, audit, and closeout. Coordinates with the Procurement Director to assure that subcontracts is optimally integrated with the organization and own the execution of functional strategy and operational direction. Must hold a warrant in compliance with the CACI Procurement Policy and CACI’s signature authority database.
More About the Role:
Manage a large subcontracts department and own the execution of functional strategy and the operational direction of the department.
Oversee and resolve all complex issues affecting company compliance and ensures satisfaction of legal requirements, company, and customer objectives.
Provides regular reporting to executive management on SLAs, Proposal activity, and subcontract issues.
Serves as subcontracts subject matter expert, recommend operational plans and strategies that will directly impact the achievement of overall functional results.
Provide leadership from knowledge of industry best practices and most current developments in subcontracts.
Responsible for establishing and implementing short and long-term department objectives consistent with organizational strategy.
Responsible for the employment, training, motivation, discipline, and performance evaluation of the department.
Duties include management and administration of company subcontracts, including overseeing preparation of purchasing requests for inclusion of applicable prime contract flow down terms, and subcontractor negotiations.
Supervises preparation of complex bids requiring integration of proposals from multiple subcontractors and other potential vendors.
Reviews and resolves with subcontractors all issues affecting contractual performance and ensures compliance with legal requirements, company policies, and customer objectives.
Advises management of prime contractor rights and obligations and provides interpretation of subcontract terms and conditions.
Provides creative leadership from knowledge of industry best practices and most current developments in subcontracts administration. Participates in planning and policy development issues.
Researches and recommends subcontracts policies and procedures. Provides regular reporting to Procurement Director on contractual issues.
May oversee creation of procedures and communication material that document subcontracts practices.
Participates in establishing short and long- term subcontract objectives consistent with organizational strategy.
Assists management in employment, training, motivation, and evaluation of assigned employees.
You’ll Bring These Qualifications:
Typically requires bachelor's degree, master’s degree preferred, and 10 years of related experience.
5 years of supervisory experience.
Knowledge of FAR, DFAR and GSA Schedules.
Superior customer service mentality with focus on compliance.
Excellent interpersonal and communication skills and strong motivator of people.
Ensures policies, practices and procedures are understood and followed by direct reports, customers, and stakeholders.
Ability to manage projects / processes.
Excellent analytical skills and problem solver of a difficult nature.
Ability to influence others outside of own job area regarding policies, practices and procedures.
These Qualifications Would be Nice to Have:
Master’s Degree.
Knowledge of Procurement systems to include but not limited to: P2P,
SCORE, and Costpoint.
Advanced Excel and Word Document skills.
Prior experience working in a customer-oriented environment and/or a shared services center highly preferred.
