CAES Mission Systems is an industry leader in the design, manufacture, support of advanced integrated RF systems for high performance Electronic Warfare, Radar/Communications, flight test and instrumentation systems. Our products are used by US and international customers in manned aircraft, UAVs, space launch vehicles, missiles and guided weapons applications.

Are you up for challenges? Mission Systems Lancaster is looking for a Team Player to work in a fast-paced manufacturing environment as a Procurement Specialist. Working closely with multi-disciplinary teams, and being able to adapt to a rapidly changing production environment brings with it an exciting opportunity to influence the successful execution of production goals and achieving operational excellence.

The right individual will ensure a consistent, economical and timely flow of purchased materials and services to support Lancaster operations. Be a negotiator role when required. You will be responsible in reviewing urchasing processes and systems for compliance to government requirements, customer contracts, quality standards and CAES business policies.


Responsibilities

  • Responsible for placing purchase orders for substrates, PWB's and (when needed) mechanical components, electronic components, raw materials, test equipment, machinery, sub-contract services and general supplies.
  • Review and evaluate suppliers and sub-contractors concerning product, service, quality, total cost and ability to produce on time. Determines selection of appropriate supplier/sub-contractor after evaluation of performance data. Maintains strong supplier relationships to insure continuity of supply. Work with Quality Engineer to improve supplier performance or eliminate suppliers that do not meet performance requirements.
  • Evaluates defective purchased material with quality control and other appropriate departments to determine root cause of problems and takes corrective action in accordance with established procedures. Expedites as required to support the Master Production Schedule.
  • Analyze market and delivery conditions to determine present and future material availability; initiate recommendations to Engineering or Management to make changes required. Identify obsolete items and recommend alternatives to minimize the impact on product design or production schedules.
  • Prepares and reviews contracts, bids, proposals and vendor agreements to insure they meet all legal requirements and customer specifications.
  • Negotiates or supervises the negotiation of lowest total costs for materials, capital equipment and services. Continually looks for opportunities to reduce total costs.
  • Collect cost and data required to respond to customer requests for quotation. All quotations and subsequent changes must be in accordance with Federal Acquisition Regulations (FAR), other federal procurement laws and CAES regulations and ethics guidelines.
  • Responsible for purchasing a variety of complex or technical material, supplies and services. Primary commodities are machined components.
  • Must be able to read drawings and specifications including plating specifications.

Qualifications

Minimum Qualifications:

  • Bachelor's Degree and minimum 8 years' experience or;
  • Master's Degree and 5 years' experience
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license).
  • Ability to obtain and maintain a security clearance.

Preferred Qualifications:

  • Requires advanced skills to perform all standard and advanced tasks within the function. Generally 4-6 years of experience in area of responsibility.
  • Strong knowledge of procurement in Federal Acquisition Regulations (FAR), DFARS environment, and other federal procurement laws
  • MRP experience required
  • Ability to maintain sensitive and confidential information as required by government standards
  • Ability to interact effectively with peers and supervisors
  • Ability to interact appropriately with the public when necessary
  • Ability to adhere to workplace rules
  • Excel preferred, Microsoft outlook and Word
  • Ability to improve scheduling tools and systems to keep manufacturing and customer service representatives updated on lead times, material availability, and deliver schedules.
  • Interpersonal skills to effectively communicate with other department representatives and management.
  • Analytical and problem solving ability required to identify and resolve problems or recommend

Hourly Range: $24 - $35 hourly (Lancaster, PA)

Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
