Job Summary

The Cahuilla Band of Indians Public Works Department seeks a dedicated and skilled Working Foreman to lead our small, dynamic field crew in daily operations, maintenance, and small project initiatives while facilitating effective collaboration with our office team. This pivotal role balances hands-on fieldwork with leadership responsibilities, requiring proficiency in various aspects of construction and maintenance but also exemplary in guiding and motivating a team.

The Working Foreman will oversee the execution of a wide range of tasks, from road maintenance and infrastructure projects the repair and upkeep of public buildings and their systems to completing work orders for Tribal Members, Committees, and Administration. The Foreman leadership will ensure that projects are completed efficiently, safely, and in compliance with all regulations, thereby significantly contributing to the well-being and safety of our community.

This position demands a robust blend of technical skills, leadership qualities, and the ability to adapt to the unique environmental conditions of a lower mountain community. Duties and Responsibilities

• Lead and participate in daily operations and maintenance activities of the roads, facilities, work orders, and public works projects.
• Lead a small field crew, ensuring tasks are completed efficiently and safely.
• Coordinate with the office team for planning, resource allocation, and project management.
• Ensure adherence to local, state, federal, and Tribal regulations.
• Guarantee all safety precautions and quality standards are met by conducting regular safety meetings and training and ensuring compliance with safety standards.
• Manage coordinated tasks and schedules and supervise machinery and equipment with detailed reports of field activities.
• Use appropriate channels for communication and reporting, Trello for managing and scheduling work, Raken for safety meetings and reporting, and a combination of WhatsApp and email for written communications.
• Soiled understanding of procurement, sourcing supplies needed for repairs, and delivering materials within time limits so they don't run out before completing a project.
• Determine inventory, levels, parts, and supplies, and order parts and supplies.
• Provide technical guidance, on-the-job training, and supervision and evaluation of crew members.
• Assist in budget preparation, monitor expenditures and communication resources, and ensure an adequate work team.
• Available for emergencies such as snowfall, heavy rains, floods, and downed trees by working various shifts with 24-hour notice, weekends, and overtime on short notice.
• Perform quality checks on all tools and equipment.
• Review all project activities, work equipment, and sites daily to ensure everything is performed to company standards and the latest OSHA regulations and standards.
• Train new crew members whenever they join the team so that all work meets the most current specifications.
• Review the scope of work for Work Order Requests.
• Monitors the work of subcontractors on site and performs equipment and material management duties.

Work Environment and Physical Requirements

The Working Foreman role in our Public Works Department offers a dynamic work environment that includes both outdoor and indoor responsibilities, particularly in the unique setting of Southern California's high desert region. Candidates should be prepared for and capable of adapting to the varying conditions characteristic of this locale.

• Outdoor Environment: Most work will be outdoors, where conditions vary dramatically. The lower mountain climate can present extreme temperatures, with hot summers and cold winters. Candidates should be comfortable working in various weather conditions, including high temperatures and direct sunlight, and occasionally in colder temperatures. Work will involve leading and participating in field operations, including construction, maintenance, and repair projects, which may require physical labor for extended periods.
• Indoor Environment: Indoor tasks will focus on repairing and maintaining buildings and their systems. This includes working within various facilities to ensure optimal operation and addressing issues related to plumbing, electrical systems, HVAC, and structural repairs.
• Physical Requirements: The position demands physical fitness and the ability to perform labor-intensive tasks. This includes lifting heavy objects, standing, walking, bending, and kneeling for prolonged periods. The role also requires manual dexterity and the ability to safely operate and maintain heavy machinery and equipment.
• Candidates should possess a high degree of flexibility, resilience, and a solid commitment to safety in both outdoor and indoor settings. A readiness to respond to emergencies, as well as to routine maintenance and construction activities, is essential. This role is suited for individuals who thrive in varied environments and are committed to serving the community by upkeep and improving public spaces, facilities, and the Tribe's resources.
• Must be able to respond to emergencies or scheduled events after business hours on Saturday or Sunday for a minimum of 4 hours.

Qualifications and Skills

• Education: A high school diploma or GED, including math aptitude, is required.
• Work Experience: Minimum of 4 years in a skilled trade in public works, construction, or similar field, with a track record of leadership with a strong understanding of construction, maintenance practices, and safety regulations meeting compliance areas.
• Masonry: Proficiency in various masonry techniques and materials, including bricklaying, concrete finishing, and stonework. Ability to oversee and perform repairs and construction of sidewalks, buildings, and other structures, ensuring durability and compliance with specifications.
• Basic Electrical: Knowledge of basic electrical systems, including the ability to perform minor repairs and maintenance on electrical wiring, fixtures, and components. Understanding of electrical safety standards and the ability to troubleshoot common electrical issues.
• Basic Plumbing: Familiarity with plumbing systems, including routine maintenance and repairs on pipes, fixtures, and drainage systems. Knowledge of water supply, waste, and venting systems and the ability to identify and resolve leaks and blockages.
• Blueprints: Ability to read and interpret blueprints, schematics, and drawings. This includes understanding architectural symbols and conventions and the ability to translate blueprints into specific tasks or projects for the crew. Proficiency in planning work according to these documents, ensuring projects are completed accurately and to specifications.
• Competency in safely operating standard construction machinery and equipment.
• Communication skills by conveying excellent verbal and written skills.
• Computer skills: proficient with Microsoft Excel and other MS Office programs (Outlook, Word, Access, PowerPoint, SharePoint, OneDrive).
• Organizational skills must effectively manage time management to prioritize assignments, lead, motivate, plan, and handle multiple tasks with attention to detail and problem-solving skills.
• Interpersonal skills include building rapport, establishing relationships, engaging, and efficiently partnering with people across all levels of the organization and membership.
• Analytical and problem-solving skills must be naturally curious and action-oriented individuals, able to conduct complex relationships and analyze incidents to ascertain the root causes with a proactive response.
• Cahuilla/ or other Federally Recognized Native American preference applies.
• Must possess a valid California State Driver's License and maintain reliable transportation during employment.

Background Clearance Requirements:

• Successfully passes background investigation, including coordination under Cahuilla Tribal Gaming License or permit systems.
• Clearance must meet eligibility under Cahuilla Band of Indians Insurance.
• Pre-employment Drug Screening.
