Job Description And Duties

Under the board administrative and policy direction of the Chief Technology Innovation & Integration Officer (CTIIO), the position serves as the Principal Enterprise Architect (PEA) . The PEA will focus on providing direction, policy, and procedures that are in line with the department's Information Technology (IT) Strategic direction. The position's duties and activities are performed within all technical domains. The incumbent assists the CTIIO in the strategic and tactical technology planning and is responsible for the resulting technical roadmap required to meet the current and future technology needs of the Department. Specifically, the PEA ensures the technology is highly responsive, highly available, and changes in lockstep with the business. The PEA is a technology vis ionary, hands-on technical architect, and change agent for IT providing leadership to technical teams to implement solutions that support the technical roadmap. The PEA is both a strategic and tactical forward-thinking individual that formulates and establishes the direction, development, and oversight of the strategies and environment for the Department of Developmental Services (DDS). The incumbent provides technical oversight management of enterprise information technology projects.

The successful individual is a highly experienced information technology officer who has a broad and deep understanding of the Department’s overall business and technical strategy, drivers, trends, and directions. The PEA has directional and technical responsibility for the enterprise technology architectures and development that provide the ability for the Department to meet its current and future needs. While this IT Specialist III does not currently have any personnel management responsibilities, the PEA does have technical leadership direction over the technical teams working with CTIIO. Incumbent must adhere to IT Governance Policies and Standards as approved by the Department’s CIO.

This position is eligible to participate in DDS’ hybrid telework schedule. Participation in telework is subject to DDS’ guidelines.

Department Information

The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The DDS Is Located In a Modern, Sustainable And Innovative Office Building At 1215 “O” Street, Sacramento, California. Some Amenities Of The Building Include:

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

  • Please explain your experience with software development. Give examples of specific projects with technical details, tools and languages used, and how you have architected solution in a cloud environment.
  • Outline your technical approach to designing, developing, and implementing a solution in a cloud and data warehousing environment.
  • What are your strongest technical skills? Please explain if you have worked on AI/ML or GenAI solutions.

  • Must possess a high degree of software design, databases, and development knowledge at the technical principal level in information technology architecture practices and methodologies.
  • Must have knowledge of the development of an enterprise-level technology architectural framework.
  • Possess knowledge and abilities in the areas of Software and System Engineering, Project Management, and Emerging Technologies.
  • Knowledge of applicable data privacy practices and laws.
  • Extensive knowledge and abilities in the following disciplines: IT Security; Service-Oriented and Event-Driven Architecture; Systems Design; Technology Integration; Infrastructure platforms/protocols; IT project management; Research and Development methodologies; IT operational service management, and new technology adoption.
  • Demonstrate ability to become an expert in lines of business, programs, and goals and develop appropriate technical solutions for the requirements of that business.

Ability To:

  • Lead, inspire, collaborate, and build trust with individuals and teams throughout the IT organization.
  • Balance concurrent assignments and complete assignments on time and at a level commensurate with classification.
  • Make clear and concise presentations for the appropriate audience. Audiences may range from executive leadership, mid-level management, program management, administrative management, technical staff, system users, and public stakeholders.
  • Proficiency in one or more programming languages, databases, cloud architecture, and design patterns.
  • Hands-on development and end-to-end application design in two or more of the following are preferred: expertise in AWS cloud platform and tools, Azure, ETL tools, Master Data Management tools, API, low-code development, Python, and AI/ML.
  • Provide quality customer service through responsiveness, innovation, competence, and teamwork.
  • Demonstrate respect for co-workers by being courteous, considerate, and professional.
  • Demonstrate openness and trust by being straightforward, listening respectfully, sharing information, and being receptive to new ideas.
