The California Department of Health Care Services (DHCS), Managed Care Operations Division (MCOD), is looking for a highly motivated, self-directed Associate Governmental Program Analyst (AGPA) with excellent interpersonal and problem solving skills that enjoys working in a fast-paced environment.
The Managed Care Operations Division (MCOD), Financial Management Unit (FMU) is responsible for providing financial support to two Divisions including, MCOD and Managed Care Quality and Monitoring Division (MCQMD). The FMU’s Associate Governmental Program Analyst (AGPA) acts as the local assistance and special grant funds fiscal analyst and the Fi$Cal liaison for the MCOD and MCQMD. The AGPA is responsible for monitoring local assistance and grant funds for both divisions. This includes tracking and reconciling expenditures, preparing Policy Changes (PC) memorandums, preparing fiscal impact analyses, assisting programs with preparing grant funding applications, and providing financial data and reports to management and other staff. In addition, the AGPA assists the divisions with the developing Budget Change Concepts (BCC), Budget Change Proposals (BCP), and Finance Letters.

Working Conditions
This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
