Job Duties

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Under direction of Personnel Operations Manager, in the Human Resources Branch (HRB), the incumbent is responsible for the supervision and management of the Classification and Selection Unit. As a working supervisor, the incumbent is expected to personally perform the most difficult or sensitive personnel work, serve as a subject matter expert, accurately interpret and apply civil service laws, rules, State guideline, applicable MOUs, HCD policy and guideline, and consult with management on major related issues.

Essential Functions

Provide the full range of supervision to staff assigned to the Classification and Selection Unit (CSU). Provide mentoring and coaching to staff to aide them in their development, including but not limited to; progressive discipline, probationary reports and performance appraisals. Direct the day-to-day work of subordinate staff, assign and delegate work, organize and monitor staff resources and develop implementation plans to effectively respond to workload fluctuations; train and advise staff on complicated and sensitive personnel issues. Review, audit and approve the work of the CSU to ensure accurate completion which is consistent with departmental policy, personnel laws, rules, and regulations and control agency requirements. Oversee classification and pay studies, and resolve complex issues as they relate to recruitment and retention, pay differentials, training and development assignments, exceptional allocations, out-of-class assignments, promotions in place, Temporary Authorization Appointment (TAU), appointments, reorganizations, unlawful appointments, specification revisions, State Personnel Board (SPB) Items, and other sensitive personnel issues. HCD 736 (REV 11/2023) Page 2 Research, analyze, and prepare formal memoranda, proposals and reports related to all areas of personnel management to department staff, executive management, control agencies, and other state departments and various outside organizations.

Provide oversight of development and implementation of internal personnel policies, procedures and controls; facilitate collaborative and cooperative working relationships and positive response to change; oversee work activities and provide policy, technical and procedural direction to ensure accurate, effective and efficient customer service and work products; review, provide feedback and approve draft and final work products including, but not limited to, reports, correspondence, second minimum qualification reviews and withholds as needed. Oversee development and provide training related to HRB Selection Services functions including recruitment and selection policies and procedures and those related to the PeopleSoft system.

Establish and maintain positive working relationships with department program managers and control agencies. Respond to inquiries and take appropriate action in a timely manner; handle high-level, complex and sensitive employee relation issues, attend meetings, trainings, conferences and forums as a representative of the Department and HRB. Review and approve hire packages, review Hire-Above Minimum (HAM) requests, and other selection documents to ensure compliance with control agencies.

Perform the most complex classification and pay analyses and organization studies; oversee the development and revision of class specifications. Perform the more complex special projects related to the Department’s sensitive policies, drafts communication memos, and works with the State’s various control agencies, including CalHR, SPB, and State Controller System (SCO); make recommendations on issues related to classification and pay; review documentation submitted for final approval related to Classification & Selection; and work cooperatively and effectively with CalHR, SPB, SCO, and departmental staff. Develop, track and monitor staff workload status reports using various databases. Provide adhoc reporting for management, as necessary. Meet with Executives, Deputies and Branch Chiefs to keep them apprised of changes and upcoming positions. Strategize organizational structures that support the mission of the Department. Respond to State Personnel Board audit, pull material request form (MRF) documents, and draft responses to audit findings.

Conduct regular staff/unit meetings and/or status meetings with staff. Consistently and effectively, mentor, coach and guide staff in development of their knowledge of HCD and the systems and resources utilized to perform their work. Assess employee performance and complete all annual performance evaluations/probationary reports timely. Successfully complete all mandatory supervisory training/Relias training on a timely basis. Participate on examination and hiring interview panels. Properly develop and train staff. Perform special projects as requested by the SSM II.

Review, research, and respond to out-of-class grievances and merit issue complaints. Perform desk audits as required. Render an interpretation/recommendation regarding the full range of personnel actions in accordance with regulations, bargaining unit contracts, allocation standards, specifications, and other personnel policy guidelines. Other duties as assigned.

Pay: $6,760.00 - $8,398.00 per month
