Position Summary
Under the general direction of the Appropriate Administrator, the System Analyst is responsible for providing overall support for the assigned PeopleSoft Module(s). The System Analyst is a data expert who understands the business processes and functional needs of one or more system modules and configurations, regular use, and data structures of the assigned PeopleSoft module. The System Analyst serves as a campus Subject Matter Expert (SME) for the CSU's Common Management System (CMS), the CSU version of PeopleSoft's Campus Solutions product.
The incumbent acts as an interface between Information Resources & Technology (IRT) and the functional area, providing module configuration, testing coordination and support, escalating technical issues and change requests as necessary.
This position will access information assets containing protected data, as defined in the CSU Data Classification Standard, only if he/she needs specific access in order to accomplish an authorized task. Access must be based on the principles of need-to-know and least privilege.
This position will report any real or potential risk or threat to the security of campus devices, applications, or data to the Information Security Office.
FLSA: Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.
CSU Classification Salary Range: $4,372.00 - $10,792.00 per month
Hiring Range: Anticipated hiring range, within the classification range, is expected near the minimum commensurate with candidate's education, experience, skills, and training.

Work Hours: Monday-Friday, 8am-5pm. Work hours may vary depending on operations.

Minimum Qualifications
To enter this classification, a basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite. This foundation would normally be obtained through a bachelor's degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study. Foundation knowledge and skills for the Information Technology Consultant, depending on the nature of the position assignment, may include working knowledge of common software application packages, equipment platforms, reference database systems and sources, and training methods and a basic understanding of networks, data communication, and multimedia systems.
Further progress within this classification is based on department need and work assignments requiring higher levels of skills and knowledge. Reference the Information Technology Series Introduction for level definitions.
Required Qualifications
Education and Experience:
- Bachelor's degree in business or related field from an accredited university.
- Experience with business process analysis.
- Experience and expertise in translating data and requirements into a coherent visual model of the business system or workflow process to bring clarity and unity among stakeholders, reveal bottlenecks that impede performance.
- Experience presenting ideas and concepts in written or presentation format and use consultative and facilitation sills to gain consensus.
Knowledge, Skills, Abilities:
- Knowledge of IT systems in general and experience troubleshooting basic client and network issues.
- Demonstrated excellent written, verbal, and interpersonal communication skills.
- General understanding of Microsoft Active Directory, Oracle, SQL.
- Comprehensive understanding of applications built on a relational database management system.
- Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
- Ability to analyze user needs and translate into detailed specifications.
- Demonstrated consultative skills in working with internal and external constituent groups

Preferred Qualifications
- Master's degree in business related field.
- General knowledge of and ability to apply extensive expertise in Project Management of workflow projects, and to assist with project governance process and high level resourcing.
- Knowledge and experience working effectively with PeopleSoft, Oracle SQL, PS Query, XML, Microsoft Office, Microsoft One Note, TPC/ IP, FTP, Virtual PC, Relational Database Management Systems (RDBMS), Constituent Relationship Management Systems, and OnBase Imaging & Workflow.
- Thorough knowledge of and ability to apply technical knowledge to complex processes and/or administrative specialties, including institutional and CSU-wide policies.
- Experience fully utilizing Microsoft Excel and other tools to analyze data and make accurate projections using business mathematics and basic statistical techniques.
- Three to five years working in technology in Higher Education with specific experience in Admissions and Enrollment.
