University Enterprises Corporation at CSUSB ("UEC") supports the university's educational mission by providing quality services that complement the instructional program. The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects.
Position Summary
Temporary, part time, non-benefited position through 9/30/2022 (Appointment may be renewed annually based upon availability of funds, availability of work and satisfactory job performance).
Location: Riverside and San Bernardino Counties
Salary: $40-$50 per hour.
Program Description: SBA Cares extension project.
Work Schedule
Up to 19 hours per week. Schedule to be arranged, but typically, Monday-Friday between the hours of 8:00 am - 5:00 pm though some nights, weekend work may be required.

Typical Activities
Under minimal supervision of the Director, the Small Business Expert-Contracting Specialist will work independently to:
- Guide businesses through the process of finding, bidding, and performing on government contracts and sub-contracts.
- Guide businesses through the process of assessing their capacity/suitability for government contracting.
- Assist businesses with government registrations (i.e. www.sam.gov) and certifications (SBA's Hubzone, 8a, etc.) related to selling to the government, finding opportunities, marketing to government buyers, bidding, getting paid, proposal development, interpretation of regulations, and more. Assistance is provided primarily through workshops and one-on-one counseling with the businesses by phone, in person or virtual meetings or by email.
- Coordinate workshops and events that increase knowledge of government contracting.
- Review and disseminate bid opportunities and subcontracting opportunities to clients.
- Develop and maintain relationships with federal, state, and local government agencies and prime contractors.
- Develop and maintain relationships with other business resource providers throughout the region.
- Meet or exceed individual and team program goals for number of counseling sessions, events, etc.
- Collaborate with other SBDC counselors throughout the state and region to share best practices.
- Participate in training events that are relevant to the needs of clients and/or required by funder.
Minimum Qualifications:
Education: Minimum qualifications include a bachelor's degree in Business Administration AND at least three (3) years of procurement related work experience. Candidates with no bachelor's degree but with at least five (5) years or more experience in a procurement related field experience will also be considered.
Experience: Previous small business program experience as a counselor/advisor, Previous government contracting experience as a buyer, purchasing agent or contract manager, Working knowledge of governmental procurement registrations, programs, regulations, processes, administration, and marketing. Experience with NeoSerra, or similar CRM, System for Award Management (SAM), VA Center for Veterans Enterprise (CVE), etc. Experience as a contracting officer for a federal government agency, or Experience in establishing economic development, community, and business relationships. Knowledge of small business operations, especially in the area of financing, insurance, bonding, and market analysis. Experience building networks within state and local governments. Demonstrated ability to work well within a team environment and exercise a collaborative approach to work.
Additional Qualifications:
Additionally, applicants must demonstrate knowledge, skills and abilities in the following areas: Strong communication (oral, written and editing) skills to make professional presentations in front of various sized and diverse audiences. Ability to conduct independent research of government marketplace and online government systems (i.e., registrations, history etc.). Ability to learn complicated material and create concise curriculum for adult learners. Skilled in the use of various common PC tools, i.e., databases, spreadsheets (Microsoft Excel) and word processing (Microsoft Word). Ability to work independently.
Preferred Qualifications
- Bilingual Spanish Speaking
- Working knowledge of governmental procurement registrations, programs, regulations, processes, administration, and marketing.
