RESPONSIBILITIES & DUTIES:

Provides vision, guidance, and support for the overall planning, development, implementation, and assessment of programs, services, and facilities for students. Creates a campus life experience that will significantly contribute to student recruitment, retention, persistence, and the establishment of a vibrant and collegial campus community. Responsible for administering and evaluating a comprehensive array of programs and services in the Student Life & Support Programs area including Student Conduct, Counseling & Psychological Services, Housing & Residential Education, Disability Accommodations & Support Services, Inclusive Student Services, and other related student engagement and leadership programs. Works with the VPSA on management and support of Affinity Center spaces for the CSUCI community once established through Inclusive Student Services. Provides oversight for the Campus Access, Retention & Equity (CARE) Team and Behavioral Intervention (BIT) Team, which addresses concerns involving high-level threats, campus disruptions or potential threats to members of the campus community.

Performs a critical role in interpreting, implementing, and enforcing Executive Orders 1095, 1096, 1097, 1098, 1107, 1108 and more, Title IX, Title V, and Student Conduct Code in adherence with University, local, state, and federal guidelines including preparation of relevant reports and correspondence. Responsible for determining the need for new policies and procedures as well as the review and modification of existing policies and procedures. Ensures ongoing assessment and planning, including strategic planning and comprehensive program review for all assigned areas. Facilitates the development of a data-driven approach to problem-solving and decision-making. Ensures adherence to common standards of care and legal requirements for auxiliaries and University housing programs. Ensures the effective development and implementation of a 24-hour response system to student and facility emergencies.

Enhances communication between students and the administration; expands opportunities for social interaction and student development. Represents the University as appropriate to students, staff, campus organizations and offices, faculty, parents, and off-campus community members by providing various trainings on policies and processes, student behavioral issues or concerns, and other related topics. Provides timely responses for escalated student issues as well as concerns reported to the Vice President for Student Affairs (VPSA) or President. Works collaboratively with a wide range of divisions and offices throughout campus in support of the University’s mission. Develops appropriate partnerships and agreements with outside agencies to promote California State University Channel Islands (CSUCI) and expand programs and services for students. Works collaboratively with a variety of campus constituencies, offering guidance and direction for a broad spectrum of co-curricular activities and services that contribute to a sense of community and supports the broad array of needs for a diverse student body.

Oversees a comprehensive annual and long-term budget planning and implementation process for the SLSP budget which includes general fund allocation and the administration of category II (Student Health), category V (HRE), as well as grants and donated goods, funds, and services. Responsible for allocating resources to advance the mission, goals, objectives, and strategic priorities of the Division of Student Affairs and the University in compliance with relevant University and CSU financial policies and requirements. Reviews and approves annual occupancy and revenue projections for HRE in keeping with the long-range financial Proforma and formulates plans to achieve agreed-upon objectives. Produces a variety of high-level budgetary and administrative plans, proposals, and reports to advance the work of SLSP and/or to properly inform internal and external constituents on important issues. Leads the planning of new housing facilities together with Facilities Services and Business & Financial Affairs.

Provides recommendations to the VPSA on issues and opportunities to enhance retention, inclusive programming, and student success. Advises the VPSA on concerns, issues, and crises related to underserved, undocumented, and underrepresented students while providing positive, transparent, and inclusive leadership. Assists the VPSA in providing leadership on Division-wide and University initiatives and committees. Hires, trains, supervises, evaluates, and develops professional and student personnel within SLSP. Develops a leadership team that develops and implements innovative solutions, accountability, and excellence while leading by example. Ensures adherence to state Human Resource policies and procedures and resolves high-level employee concerns. Takes an active role in helping to embed the values of diversity, equity, and inclusion in all aspects of University work, in every division, and participates at least once annually in professional and/or leadership development opportunities that will contribute to campus efforts to advance racial and social justice in and through education at CSUCI and beyond.

REQUIREMENTS OF POSITION:

Education: Master's degree from an accredited institution in higher education administration, student personnel, counseling, communication, or a related field required; doctoral degree preferred.

Experience: At least eight years of full-time progressively responsible higher education supervisory and/or leadership experience within the areas of residential life, crisis management, disability support services, student government, diversity and inclusion, student affairs, and/or student services; or related higher education experience or a combination of education and experience from which comparable skills are acquired is required.

Other Knowledge/Skills: Demonstrated leadership in developing and delivering student-centered services and programs to effectively fulfill the University’s mission. Must possess a high degree of initiative to accomplish University and DSA goals. Demonstrated ability to lead within a culturally diverse organization with exceptional supervisory and interpersonal skills; an understanding of Student Affairs, student-governed programs, and student housing best practices; a successful record of administration such as strategic planning, and program development; budget and facility management experience; familiarity with current issues and trends in higher education; an understanding of student development and student leadership theory-to-practice; experience with policy and procedure development and implementation; a strong understanding of effective judicial programs and crisis management; ability to develop and sustain student communities that value and promote diversity; the ability to work collaboratively with students, parents, faculty, staff and administrators; strong written and oral communication skills; and a good understanding of technology. Ability to concurrently manage multiple projects and priorities. A demonstrated knowledge of student and community development is essential. Ability to maintain a high level of discretion, confidentiality, and exercise sound judgment in all decisions. Preferred Qualifications include the following: Doctorate in Higher Education or another related discipline. Five or more years’ experience managing a substantial budget and effectively forecasting short- and long-term revenue and expense. Management experience in a collective bargaining environment. Experience in the oversight of CSU fee budgets, including auxiliaries and/or auxiliary enterprises. Experience with student housing, student union, or other student services facility construction. Experience leading a non-profit incorporated organization and/or serving on a non-profit board.

The person holding this position is considered a Campus Safety Authority as defined by the Jeanne Clery Campus Security Act and must provide reports regarding Clery crimes about which they become aware to the designated campus authority.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083, revised July 21, 2017, as a condition of employment.

Up to one day per week may be available for remote work based on operational need.

Hiring Range: $6,250 to $ 13,500 per month
