Scope of Work:
The Consultant will provide the request for proposal (RFP) required to implement the proposed solution. The Consultant will also provide content and/or updates to the Project Approval Lifecycle (PAL) documentation and/or special project reports (SPR) as needed. At a minimum the Consultant will facilitate discussions, elicit requirements, organize data, and create and update documentation for the RFP and PAL processes for the client project.
Responsibilities including but not limited to:
- Task 1: Project Approval Lifecycle Documentation
- Facilitate discussions to elicit information and requirements.
- Develop and/or Update content for Stages 1 – 4 of the PAL process
- Provide knowledge transfer of work performed.
- Attend meetings and conduct presentations.
- Task 2: Request for Proposal Documentation
- Facilitate discussions to elicit information and requirements.
- Develop and/or Update content for RFP.
- Provide knowledge transfer of work performed
- Attend meetings and conduct presentations
- Facilitate discussions to elicit information and requirements.
Minimum Qualifications
- At least five (5) years of experience working with the State of California procurement process resulting in at least two (2) contracts awarded at more than one million dollars ($1,000,000) each.
- At least five (5) years of experience developing and writing an RFP procurement document including developing and documenting detailed solution requirements.
- At least five (5) years of experience writing and developing technical documentation with an emphasis on writing and developing detailed solution requirements.
- At least one (1) year of experience creating documentation for the California Department of Technology PAL process.
- At least two (2) years of experience with the State of California’s Independent Verification and Validation requirements.
Desirable Qualifications
- At least five (5) years of experience working as a Project Manager, managing at least two (2) projects valued at more than twenty million dollars ($20,000,000) each.
- Experience with California DMV business processes, enterprise architecture, and infrastructure.
- Knowledge of California’s Enterprise Architecture Governance process.
- Additional years of experience creating documentation for the California Department of Technology PAL process.
