Position Summary:
Capital Counseling has an excellent opportunity open for a high-energy individual looking to learn from, and contribute to, a professional counseling organization. The right candidate will be business-minded and have a passion for helping people. The position is part-time, 25 hours a week. Hours may be flexible. Days, evenings and some weekends may be required.
The Clinical Director is responsible for the direct clinical oversite of all clinical programs through Family and Children’s Services of the Capital Region, including Capital Counseling, Capital EAP, The Center for Problem Gambling, The Community Transitions Program and the Federal Probation Program. The Clinical Director is also responsible for the direct supervision of each Clinical Supervisor.
Capital Counseling
The Clinical Director will provide oversite to the Capital Counseling program, ensuring the quality of clinical work provided by clinicians. The Clinical Director will provide direct clinical services to clients including individual and/or group counseling to assure an appropriate level of direct clinical expertise in his/her field commensurate with the overall responsibilities of the position. The Clinical Director will serve as the primary to be on call for any clinically urgent issues, such as crisis calls. The Clinical Director will ensure that clinicians achieve and maintain a level of skill which meets the highest standards within their field and specific areas of expertise as required by regulatory agencies. This responsibility includes clinical oversight, supervision and clinical direction for those programs and individuals which/who provide psychotherapeutic services to clientele. The Clinical Director will provide direct clinical supervision to the clinical supervisor of the Capital Counseling program.
Capital EAP
The Clinical Director will provide a combination of individual, family, adolescent, child and group therapy to employees, and their family members (EAP Members) of contracted customer organizations. The Clinical Director will complete therapeutic assessments, assess therapeutic needs, develop, update and review treatment plans, and implement therapeutic treatment modalities in a culturally competent and compassionate manner.
The Clinical Director will provide support to senior management of customer organizations in the form of phone and in-person assistance to resolve issues such as interpersonal employee conflict, management of mental and behavioral health problems exhibited by employees, and other inner-office behavioral issues. The Clinical Director will provide professional training, as needed, to the capacity of their clinical expertise, in a business environment. The Clinical Director will also provide counseling; both individually and in groups, following traumatic events that impact the employees of our customer organizations.
The Clinical Director will provide direct supervision to the Senior EAP Counselor. The Clinical Director will work with other senior, peer, and junior counselors in the agency to provide assistance, recommendations and support, as needed, to assure the highest level of clinical acuity and service to clients and customers. The Clinical Director will be familiar with regional behavioral healthcare providers to be able to offer guidance and support across a broad spectrum of service requests. Excellent “customer service” is a critical component to success in this position.
The Center for Problem Gambling
The Clinical Director will be responsible for the day-to-day operations of the Center for Problem Gambling, as it’s related to OASAS 822/824/857 regulations, client data systems, monthly reporting, certification and other important communications. The Clinical Director will ensure all clinical services are being run in accordance to OASASA 822/824/857 regulations. The Clinical Director will attend weekly case conferences and conduct weekly clinical supervision with the clinical supervisor and provide supervision as needed for the CPG clinicians, peer support specialists and interns. The Clinical Director will work with the clinical supervisor to write and prepare policies and procedures for the Center for Problem Gambling, in accordance with OASAS 822/824/857 regulations. The Clinical director will ensure that all clinical forms are written in accordance with OASAS regulations.
Federal Probation
The Clinical Director will provide direct oversite of the Federal Probation program, ensuring the quality of clinical work provided by clinicians. The Clinical Director will ensure compliance with the stipulations outlined in the contract with the Federal Government. The Clinical Director will work to ensure proper communication between Capital Counseling Clinicians and the Probation Officers. The Clinical Director will attend community meetings on an as needed basis to continuously work towards improving the quality of services provided to clients and community members.
Job Roles and Responsibilities:
- Ensure that clinicians achieve and maintain a level of skill which meets the highest standards within their field and specific areas of expertise as required by regulatory agencies. This responsibility includes clinical oversight, supervision and clinical direction for those programs and individuals which/who provide psychotherapeutic services to clientele.
- Pursue new contracts, retain existing contracts and build contract value within all agency programs.
- Develop community partnerships that build program value within all agency programs.
- Provide professional level training for agency and community-based clinicians that meets criteria for continuing education requirements.
- Hire, train and supervise clinical staff throughout all agency programs, including performance reviews and documenting discipline, as well as defining roles and responsibilities.
- Provide direct supervision to the Clinical Supervisors on a regular basis.
- Organize and lead agency clinical and staff meetings and any required training on an as needed basis.
- Provide clinical supervision and support the day-to-day needs of clinical staff throughout all agency programs.
- Have a working knowledge of the agency’s list of professional health services organizations and other supportive service organizations.
- Provide culturally competent counseling services to clients both in-person, and through phone and/or web-video appointments if requested.
- Accurately assess client needs and strengths, develop treatment plans and document client contacts and case notes in an electronic medical records system.
- Provide on-call crisis phone counseling when necessary and supervision to after-hours crisis counselors.
- Provide for safety and confidentiality of clients and staff.
- Maintain an exhaustive understanding of ethical and professional standards.
- Manage and upgrade EAP product, services and efficiency by monitoring and adjusting EAP operating procedures and practices to meet emerging market demand and effectively compete with the services and products of competitor EAP’s.
- Coordinate and guide the delivery of services to the EAP’s local, state and national contracted affiliates. Ensure appropriate customer access to high quality, professional EAP services.
- Maintain a thorough understanding of EAP industry trends, competition and threats.
- Provide on-site group and individual counseling for EAP client companies as needed.
- Participate in employee benefits fairs as required.
- When necessary, provide direct, telephone-based customer service for in-bound email and phone requests from customer liaisons, account managers and supervisors.
- Present Capital EAP services to customer employees and to HR/Leadership teams via live and web-stream orientations.
- Participate in the delivery and development of EAP based trainings, which can occur both on-site or via webinar.
- Have a working knowledge of EAP training workshops and be prepared to recommend classes as appropriate.
- Have a thorough knowledge of EAP Program marketing and educational materials and be prepared to discuss these materials with members and customers.
- Assist in the development of the Capital EAP’s monthly newsletter, The Mentor, by writing mental health based articles to help members gain a deeper understanding of mental health issues, coping strategies and available resources.
- Pursue periodic outreach to HR and leadership with assigned EAP accounts.
- Responsible for the supervision and oversite of curriculum development of all clinical groups in the counseling and CPG programs.
- Follow up with OASAS personnel when regulations and subject matter experts are updated or changed.
- Act as a liaison between clinicians at Capital Counseling and Federal Probation Officers.
- Responsible for documentation and chart review of Federal Probation cases to ensure quality and competency of work.
- Participate in other duties as assigned and deemed appropriate by the senior management team.
Qualifications:
- Must maintain licensure as an LCSW-R.
- Under the guidance of the agency, work diligently toward gaining clinical credential/ designations as follows: Substance Abuse Professional (SAP), Others as required / desired
- Execute each of the aforementioned responsibilities within the quality expectations defined by the Executive Director and Agency.
- The Clinical Director should endeavor to learn any established protocols and processes, and execute on those processes with minimal supervision
- Identify means for improving overall Program quality, to include improved and more efficient methods that deliver services at lower costs.
