JOB SUMMARY: Responsible for overall administrative management and operation of the agency.
DUTIES/RESPONSIBILITIES:
- Participates with the board in charting the course the agency is to take in response to developing needs of the community. Evaluates the effect of external forces on the agency, recommends long-range plans that support the agency’s vision and general objectives. Recommends agency policy positions concerning legislation, government administrative policies, and other policy matters.
- Uphold the vision of Carroll Institute which is to be the provider of choice for a continuum of care that includes prevention, early intervention, treatment, and continuing care for individuals at risk for, or experiencing, chemical addiction.
- Ensures attainment of agency objectives through the selection, development, motivation and evaluation of agency staff. Specifies staff accountabilities and evaluates performance. Leads in educational programs, participates as teacher and preceptor. Pursues formal and informal education in health care management. Negotiates professional contracts and sees that appropriate salary structures are developed and maintained.
- With the proper fiscal controls, assures the sound fiscal operation of the agency including timely, accurate, and comprehensive development of an annual budget and its implementation, resulting in a clean year-end audit. Plans for the purchasing of capital equipment and obtains approval for capital purchases above specified threshold. Plans for the use of physical resources of the agency and insures against physical damages.
- Approval of recommended physical plant and property management improvements.
- Ensures compliance with regulations and the rules of accrediting bodies by continually monitoring the agency’s service delivery, and initiating changes as required.
- Works with legislators, regulatory agencies, and representatives of the industry to assure that legislative and regulatory policies promote the health of the community and do not place unmanageable encumbrances on the agency. This will result in regular travel to Pierre, South Dakota, especially during the annual South Dakota Legislative Session.
- Responsible to identify opportunities for professional growth of staff, with workshops, course work, conventions, professional organizations and appropriate in-service education programs in cooperation with the Management Team.
- Serves as the lead cheerleader for developing a strong positive culture, work and learning experience, Develop a competent, confident, and caring workforce. Lending itself to a fun and productive work setting for current employees, as well as future employees and students!
- Responsible to establish and maintain good relations with State Government Leadership, especially the Department of Social Services Behavioral Health Division, Department of Corrections, the Unified Judicial System, and with City and County Leadership.
- Responsible for supervision and evaluation of the Management Team.
- Responsible for approval of or hiring & dismissal of all staff.
- Responsible to work closely with the Management Team in dissemination of information to public regarding the agency.
- Responsible to work with Program Managers in planning and chairing general staff meetings, and to call special staff meetings.
- Responsible for working closely with all staff in establishing and maintaining an environment that enhances the dignity and positive self-image of each client.
- Understand and maintain confidentiality as defined by the Health Insurance Portability and Accountability Act.
REQUIREMENTS: Bachelor Degree in Human Services Field, Five Years of Experience.
