Position Summary: The Human Resources Director plans, develops, and administers Personnel and Labor Relations Program within the basic policies of Lincolnshire Health Care and Rehabilitation Center. He/She formulates, implements, and supervises programs relative to selection, orientation, training, promotion, and welfare of all personnel and all employer-employee relationships, the Human Resources Director advises administrative staff of personnel involvements in polices, programs, and proposed organization changes. In addition, he/she evaluates manpower requirements, initiates and recommends policies and procedures necessary to achieve objectives in the center and to ensure maximum utilization of personnel.
Responsibilities/Accountabilities:
1. Review job applications to determine their qualifications, breadth of experience, employment interests, and other pertinent factors in order to expand on information shown on the application form;
2. Makes notes as to applicants’ manner, experience, and appearance for future reference; gives information to applicants regarding job duties, policies, and working conditions; refers screened applicants to appropriate departmental supervisor for appraisal;
3. Responsible for the completion of reference checks and criminal backgrounds checks (if applicable, driving record checks); also ensures newly hired employees complete drug test;
4. Compose correspondence, bulletins, intra-nursing center memoranda, personnel management forms, handbooks, manuals, etc.;
5. Recruits personnel;
6. Prepares job classification and updates them as needed;
7. Compiles wage surveys as needed;
8. Holds conferences with department heads, administrative staff, and individual employees regarding personnel matters and any concerns;
9. Prepares in-service material for employee training;
10. Conducts exit interviews;
11. Promotes good public relations by representing facility within the community;
12. Promotes job safety by training and bulletins;
13. Represents center at unemployment hearings;
14. Represents center at workers compensation hearings;
15. May act as safety team leader;
16. Coordinates employee recognition and retention programs in conjunction with corporate Human Resources programs;
17. Conducts employee counseling;
18. Works as a liaison with Corporate Human Resources to facilitate special projects, government audits, etc.;
19. Working in conjunction with the Maintenance Department, concerns his/herself with the safety of all center customers in order to minimize the potential for fire and accidents. Contributes to the centers’ adherence to the legal, safety, health, fire, and sanitation codes by being familiar with his/her role in carrying out the center’s fire, safety and disaster plans and by being familiar with current SDS;
20. Puts Customer Service First: Ensures that customers and families receive the highest quality of service in a caring and compassionate atmosphere which recognizes the individuals’ needs and rights;
21. Performs other duties as requested.
Specific Educational/Vocational Requirements:
1. College degree in Human Resources and a minimum of 2 years comprehensive experience is required.
2. Recruitment and Retention experience is required.
