Description
This position is located at our administration office in NE Portland, near Lloyd Center. The schedule is typically Monday through Friday, 8:30 a.m. to 5:00 p.m. The team currently works a hybrid schedule of three days remote and two days in office.
Job Overview
The Asset Manager is responsible for representing Cascadia Health's interests in operating properties to maintain their value as assets to Cascadia nd to the community. This position will work to ensure the long-term physical and financial sustainability of Cascadia's real estate portfolio. The position ensures that all properties maintain a strong financial position, and comply with all contractual, regulatory and statutory requirements by fulfilling all internal and external reporting requirements in an accurate and timely manner and negotiating lease terms and renewals with the Lessor of the buildings we lease, with service providers as appropriate and with commercial tenants. The Asset Manager also serves as one of the primary contacts for investors, lenders, and regulatory agencies for the purposes of compliance and reporting. In addition, the Asset Manager will complete on-site inspections to determine the physical condition of the properties.
Essential Duties

- Organize system for property file management for loan documents, partnership agreements, operating manuals, property management plans, tenant files, etc. Establish protocols for the archiving and storage of all documents.
- Review, monitor and provide input on preparation of annual property budgets and analyze monthly financial statements; identify trends and recommend action where appropriate.
- Review replacement reserve draw requests for completeness, adequacy of reserves and compliance with reserve use agreements. Submit draw requests to respective lenders, investors and/or regulatory agencies for authorization to withdraw funds. Establish system for tracking use.
- Work closely with Senior Staff to prepare and submit report of annual calculation and remittance of residual receipt and equity gap loans to applicable lenders as necessary.
- Verify annual cash flow payments and distributions.
- Create tools and reports for monitoring property performance and for establishing policies pertaining to rent increases, tenant screening, etc.
- Create and evaluate reports on property performance standards; regularly measure property performance against standards.
- Work closely with Facilities Director to keep Capital Needs Assessments up to date.
- Be able to drive to properties to make assessments of capital projects or other physical aspects of the property in order to track and analyze annual building inspection data for long-term trends to assist with annual budgeting and long-term planning.
- Recommend financial restructuring as appropriate, including new re-syndication opportunities and refinancing old debt.
- Calculate and implement budget-based rent increases
- Explore options for reducing costs and increasing energy efficiencies for housing projects.
- Review financial projections for new projects as part of the Development Team.
- Coordinate preparation of funder-required property management plans.
- Manage LIHTC capital accounts through annual analysis and exit tax projections.
- Oversee exit strategies and negotiations for LIHTC properties.
- Monitor commercial lease compliance with lease requirements, including insurance requirements.
- Participate in organizational planning related to CBHs real estate portfolio. Contribute asset management expertise and perspective to discussions.
- Attend Board of Directors and Board Committee meetings as necessary to provide asset management information.
- Maintain effective relationships with community and industry groups, including partners, investors, lenders, and regulatory bodies.

Qualifications
Education:
A Bachelors Degree in business, real estate development, finance, urban planning, or related field preferred.
Property Management License, or interest in obtaining. Certified Housing Asset Manager (CHAM) Designation, or interest in completing.
Experience:
A minimum of 4 years of employment within a property management setting. Progressively responsible property and asset management experience within an affordable housing organization.
Prior experience in working with people with mental health and addictions challenges is a plus.
Specialized Knowledge, Skills, and Abilities:
- Methods and techniques of negotiating and administering contracts and leases
- Principles and practices of negotiation, coordination, and conflict resolution
- Ability to track required information and prepare highly detailed compliance reports for a variety of entities
- Ability to assess market comparable, conditions and trends
- Project management skills
- Understanding of applicable Federal, State, and local laws, codes and regulations related to affordable housing
- Knowledge of affordable housing programs including LIHTC, OAHTC, CDBG, HOME, HUD Section 8, Section 236 and Section 202
Other:
Possess a valid drivers license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
Working Conditions
Work is performed in an ordinary office environment at Cascadias Administrative building. Work hours are typically Monday through Friday during regular business hours. Must be able to drive to the property to make assessments of capital projects or other physical aspects of the property, thus the position may require travel during business hours to other Cascadia sites.
Mental Demands:
The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.
Physical Demands:
A typical workday consists of sitting at a desk, utilizing computers and other office equipment. Site inspections will require light to moderate physical demand
