PURPOSE OF POSITION
To promote sound growth and transportation planning policies. Achieved by preparing, implementing, and administering land use plans, policies, rules and regulations. The Planner assists with transportation planning, floodplain administration, and other special planning issues.
DUTIES AND RESPONSIBILITIES
The County Planner works under the supervision of the County Engineer. Duties include:
- Serve as the primary land use planning person for Cass County Government. Develop, review, update and implement all land use and environmental regulation. Develop land use policy alternatives and recommendations. Technically assist townships and small cities in land use regulation.
- Administer the Subdivision Ordinance. Meet with applicants to discuss appropriate procedures and regulations. Conduct site evaluations to determine compliance of proposal with appropriate township, county and state regulations and guidelines. Prepare report and recommendations to the Planning Commission and County Commission. Schedule appropriate public hearings.
- Plan and Regulation Enforcement. Conduct inspections to determine compliance with orders and standards. Conduct post-construction inspections to determine compliance with regulations and conditions of approval. Oversee enforcement of land use and environmental plans and regulations.
- Metro Area Technical Support. Review proposed plats in city extraterritorial areas and draft comment letters. Participate in metro and city committees and represent County planning interests. Coordinate City/County planning issues with City Staff.
- Staff Planning Commission. Prepare monthly meeting agenda, prepare recommendations and provide supporting information. Consult with the county engineer and planning commission chairperson regarding agenda items prior to agenda distribution. Attend monthly commission meetings and brief planning commission on agenda items.
- County GIS activities. Continue to improve services provided by further development of GIS applications. Act as technical assistant to County Highway Department and coordinate data needs with GIS Coordinator.
- Promote web based county government services to the fullest extent possible. Maintain up to date and useful web page information.
- Perform a variety of short and long range transportation planning activities including but not limited to preparation of long and short range County highway plans, preparation of environmental documentation, and right of way planning and acquisition activities.
- Identify and pursue grant opportunities for transportation or hazard mitigation. Administer grants to completion.
- Complete special projects as assigned by the County Engineer. Provide technical assistance and training opportunities for public officials and county citizens.
MINIMUM QUALIFICATIONS, EDUCATION, EXPERIENCE NEEDED
Bachelor’s degree in planning or related field with experience or a Master’s degree in planning or related field. Valid driver’s license required.
Knowledge of local government planning practices including land use regulation, use of geographic information systems in planning activities, and transportation planning.
Ability to effectively interact with coworkers, supervisor, other government agencies, and the general public on sensitive and sometimes controversial topics.
Effective oral and written communication skills.
Very high level of computer proficiency in ESRI ArcGIS Desktop, Microsoft Office, and Web software.
PREFERRED QUALIFICATIONS
Three or more years experience in local government planning.
