We are looking for a dynamic Lead Business Analyst to join our team! The Lead Business Analyst will be responsible for evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions, and performing requirements analysis. They will be responsible for documenting and communicating results, gathering critical information from stakeholders and producing useful reports. They will update, implement, and maintain procedures.
Success is establishing a solid relationship with key stakeholders, leading the team in process development and execution, and supporting the Project Manager to meet the contract deliverables on budget and on schedule with high quality set forth by company standards and best practices.
In the first 90 days, success means supporting the team to review program and system documentation, data structures, and current operational environments. They will establish a firm understanding of contract deliverables, support each team in process validation and quality assurance. The Lead Business Analyst will have a familiarity with testing procedures and work with the test team to develop reporting processes and templates that enable adherence to the testing lifecycle.
Responsibilities:
- Work under the supervision of a Project Manager according to company policies and project specifications
- The candidate will work with both the development team and the Veterans Affairs customer to coordinate the on-time development and delivery of planning support, analysis, data synthesis, technical performance, schedule compliance and progress reporting to customer.
- Relies on experience and judgment to plan and accomplish goals working under general supervision. A certain degree of creativity and latitude is required and expected. Other responsibilities include requirements refinement, code testing and validation, procedural documentation, and product design presentation.
- Evaluate project requirements and determine related technical goals to accomplish required objectives.
- Identify resource needs/requirements and train technical staff
- Support the Project Manager in the development and maintenance of project plans
- Lead testing team in agile processes, test case design, and testing performance.
- Provides guidance for testing strategies, scope and scenarios
- Coordinates issue tracking and resolution
- Gather and analyze quantitative and qualitative data inputs and outputs
- Support the development of manuals, user guides, and/or analyze and review existing systems and program logic to become familiar with the existing product features
- Provides strategic advice for business processes and solutions
- Collaborates with business stakeholders to define and document business requirements and with technical staff to develop solution alternatives
- Develops and documents processes in support of project deliverables
- Understands and applies the system development methodology.
- Communicates status, business impacts, and system and scope changes to team members, business partners, sponsors, management and other interested parties
- Ensure all contract and technical milestones are completed on schedule.
- Works with business and technical staff to perform effective root-cause analysis and resolution.
- Provide status reports on technical progress per contract deliverable requirements or as needed to communicate progress to the customer.
- Gathers, compiles, interprets and summarizes systems and business process changes
Skills:
- Bachelor’s degree
- Minimum of 7 years experience, preferably within VA domain
- Requires ability to analyze complex business problems, perform root-cause analysis, propose effective solutions and understand and apply business vision and direction
- Familiarity with testing and software development lifecycles
- Ability to work with cross-functional team
- Demonstrated ability to communicate effectively with stakeholders and facilitate root cause analysis and the development and implementation of sustainable solutions
- Highly Proficient using Microsoft Office Professional products
- Experience with the Department of Veterans’ Affairs
- Exposure to the Veteran’s Benefits Management System (VBMS)
- Understanding of SQL and relational database concepts and best practices
- Agile / Scrum master experience
- Experience using OBIEE, Power BI, and PL/SQL
- Familiarity with Python and XML
- IV&V experience
- Microsoft SharePoint Online
- Clearance - None, but able to obtain a clearance if needed
