TIME COMMITMENT:     Full-time (40 hours/week) , some evenings and weekend hours may be required.                               

FLSA STATUS:                   Exempt

SALARY:                             $75,000 - $80,000 annually

POSITION SUMMARY

The Refugee Services Program Manager is responsible for staff management and strategic program management of the cooperative agreements associated with Refugee Reception & Placement, Match Grant, Safe Passages Unaccompanied Minor Case Management, in addition to the San Diego Newcomer Project, and programs supporting these projects, as determined by the department director.  Services include targeted programming focused on housing security, self-sufficiency through employment, case management, health and wellness, and gender inclusivity. This position provides supervision for resettlement specialists, case managers, and employment specialists in the appropriate distribution of services according to the terms of the agreements.

ESSENTIAL FUNCTIONS:

  • Provide supervision for Program Supervisors and team members
  • Monitor revenue and expenses on a regular basis
  • Review and authorize all expense and mileage requests from staff
  • Ensure all program expenditures are properly documented
  • Manage the delivery of all Reception and Placement, San Diego Newcomers Project, and ORR Safe Passages for Unaccompanied Minors services.
  • Ensures compliance with performance standards and grant requirements, with guidance from the Director and the RIS compliance team;
  • Writes reports, conducts analysis of findings and follows up on recommendations;
  • Develops and cultivates resources to support and expand program services;
  • Identifies and implements actions to improve program goal attainment as necessary;
  • Oversees data tracking and program evaluation tools to monitor program outputs and outcomes;
  • Maintains current and up to date knowledge of US Resettlement Program and all other programs under their purview;
  • Conducts intensive initial and ongoing training for staff in all aspects of program ensuring all program objectives, services and procedures are followed.
  • Leads staff meetings to assure proper communication among all programs and staff for smooth program coordination.
  • Procures relationships with housing programs, property management companies, and independent landlords to secure rentals for arriving refugees and residents of the transitional housing Project.
  • Ensures staff have accurate and complete documentation and filing of all case management services.
  • Conducts staff performance appraisals annually.
  • Develops monthly and quarterly reports and completes all required reports on time.
  • Develops close working relationship with community partners and promotes the involvement of local congregations and community members.
  • Maintain comprehensive, accurate and up to date case files for all assigned cases in accordance with USCCB/MRS and ORR requirements for case file maintenance and documentation
  • Prepare case files for review and/or monitoring activities in coordination with Compliance / Quality Assurance team, and funders including PRM, ORR and CDSS
  • Approve Resettlement disbursements, as well as refugee cash assistance, incentives and special assistance through the San Diego Newcomer Project, on a monthly or as-needed basis, ensuring the accurate calculation of assistance levels as well as proper documentation of all disbursements made to clients.
  • Attend department, program and 1-on-1 supervision meetings as required
  • Follow state requirements on mandatory reporting of child abuse and neglect
  • Other related duties as assigned

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform satisfactorily each essential duty listed below.

  • Bachelor’s degree and three-years of experience in management, administration and supervision. 
  • Experience with refugee resettlement, case management, and social services required.
  • Familiarity with populations, as well as knowledge of the resources and providers (governmental, civic, social, health, educational, economic, faith-based, etc.) that are available within the community/county to assist refugee and migrant families.
  • Excellent communication and interpersonal skills.
  • Excellent organizational skills.
  • Training, education and experience with case management and trauma-informed care.
  • Ability to conduct self professionally while maintaining sensitivity to the cultural background and individual needs of a diverse staff.
  • Computer competency in Windows, MS Word and Excel.
  • Commitment to the mission of the agency and program.
  • Ability to represent Catholic Charities in a professional manner.
  • Bilingual in Spanish, Dari, Ukrainian, Russian, or Haitian Creole (preferred);
  • Excellent verbal and written communication using proper grammar and vocabulary
  • Ability to communicate effectively and tactfully with clients, co-workers and other individuals in a diverse, multicultural work environment
  • Excellent interpersonal skills
  • Proficiency with Microsoft Office Suite – including Outlook, Word, Excel, PowerPoint and Access – and other commonly used office software required
  • Familiarity with data management software and the use of databases for tracking the delivery of services to clients preferred

 

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Valid California Driver’s License
  • Safe driving record as demonstrated by a DMV report that shows no violations or

     restrictions

  • Must successfully complete a DOJ live scan
  • Must successfully pass an FBI fingerprint check of national and state criminal history
  • Tuberculin Skin Test
  • CPR/First Aid Certification (desired)
