POSITION SUMMARY:
Leads Human Resources in planning, directing, and coordinating the activities of the Human Resources Department. Oversees the daily processes within the Human Resources department; ensures activities run smoothly Responsible for the management and administration of a broad range of human resource management functions, including, classification, compensation, policy and procedure development, records and systems management, employment, employee relations, employee engagement management, and strategic planning.
PRIMARY RESPONSIBILITIES:
Oversees the daily department functions; takes ownership and ensures timely responses are provided; ensures activities run smoothly and efficiently. Assumes responsibilities in the absence of staff members or in overload situations.
- Functions include but are not limited to:
- Recruiting and orientation
- Payroll processing
- Benefits administration
- Collaborates and works with the CEO/President and Management Committee on projects, initiatives and other duties as needed.
- Performs personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment; supervises the daily activities of the department including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training, coaching, and guidance.
- Testifies in administrative or court proceedings regarding investigations conducted, disciplinary actions, and/or interpretation/implementation of Bank policies and procedures.
- Partners with and creates relationships with staffing organizations throughout the Bank’s footprint as part of the talent acquisition strategy.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
- Manages the administration of the employee performance evaluation system.
- Assists in resolving employee performance problems.
- Develops, edits, and maintains job descriptions and maintains classifications.
- Manages the administration of the employee benefits and payroll processing functions for the Bank.
- Assists supervisors and directors in resolving complex, sensitive human resources problems.
- Performs internal investigations such as harassment, discrimination, or other violations of employment law and/or employee misconduct.
- Analyzes and evaluates information to make recommendations on the resolution of the situation.
- Provides support to managers and employees for areas such as benefits, payroll, compensation, policy interpretation, performance evaluation, talent acquisition, and leave management
- Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
- Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
- Provides planning leadership and direction and develops short- and long-range plans, goals, and objectives for assigned operations and assists departments in the development of their staffing plans.

Requirements
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
- Bachelor’s degree in Human Resources Management, Industrial Relations, Business Administration, Psychology or a related field
- Substitution: Five (5) years of directly related experience may be considered in lieu of the Bachelor’s degree.
- Four (4) years of progressively responsible work experience in human resources management, including knowledge of modern human resources management standards and procedures, and wage and salary administration.
- One (1) year of supervisory experience.
- Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification or the ability to obtain certification within twelve (12) months of employment.
- Ability to travel periodically to various branch locations.
LICENSES, CERTIFICATES, AND OTHER REQUIREMENT
- Must successfully pass criminal background and credit background check.
DESIRED QUALIFICATIONS
- Experience working in human resource management at a banking organization.
- Experience managing payroll and benefit functions within an organization.
- Experience in preparing and administering a department budget.
