The Medical Epidemiologist shall play a major role in managing epidemiological and other activities related to emerging infections, disease surveillance and investigations, immunizations, and public health preparedness. The Medical Epidemiologist will assist the Division Chief (State Epidemiologist) in assessing and guiding infectious disease surveillance, directing disease investigations, and providing recommendations regarding disease control and prevention measures. The Medical Epidemiologist is expected to assist the Division Chief also in directing the analysis and interpretation of epidemiological data; promoting immunizations; liaising with federal, national, state, and local partners; and managing the public health response to diseases of concern and other emergencies of events which threaten the public's health. If two or more urgent public health crises are occurring simultaneously, this position may be expected to assume primary responsibility, as determined by the Division Chief, for managing the response to one of the emergencies and apprise the Division Chief and the Department leadership as the situation may warrant.

Minimum Qualifications

  • Principles and practices of public health administration.
  • Specialized knowledge of epidemiologic principles, concepts and practices relating to the treatment of disease outbreaks.
  • Applicable State and Federal guidelines.
  • Understanding of infectious disease prevention.
  • Knowledge of management principles as they relate to effective work organization and staff utilization.

Skills and Abilities

  • Communicates clearly and effectively, both orally and in writing. Ability to prepare clear and concise reports. Ability to perform public speaking.
  • Must be able to perform duties independently but confers with supervisor when difficult scenarios present.
  • Ability to work effectively with personal computer. Have ability to learn new software tools.
  • Ability to develop cooperative agreements, grant proposals, and/or contract budgets, narratives, and workplans and maintain effective working relationships with a variety of agencies and programs.
  • Ability to develop and implement project procedures and guidelines.
  • Ability to plan, develop, implement and coordinate public information campaigns in-house or through contract services.

Education and Required Licenses

  • Must have an active, unrestricted, U.S. license to practice medicine.
  • Graduation from an accredited school of medicine with a degree of Doctor of Medicine (MD, DO).
  • In addition to a degree of Doctor of Medicine, preferred qualifications include a graduate degree in Public Health with an emphasis in Epidemiology, or board certification in Preventive Medicine.
  • Completion of the Epidemic Intelligence Service fellowship at the Centers for Disease Control and Prevention is highly desirable.

Experience

  • Must have two (2) years of post-residency work experience, specifically in public health (e.g., employed in local or state health department or federal public health agency) as an applied infectious disease epidemiologist. Such experience must have demonstrated the applicant's knowledge of the philosophy, principles, concepts and practices needed to control of infectious diseases and manage public health programs.
  • Supervisory Experience: At least two years of work involved in supervising others performing specialized work is desirable. The experience must have demonstrated the applicant's knowledge of the principles and practices of supervision and the ability to (1) plan, organize and direct the work of others; (2) assign and review their work; (3) advise them on difficult problem areas; (4) train and develop new employees.

Responsibilities

  • Administration- Assists in managing medical and epidemiologic programs for the control of infectious diseases. Recommends policy and procedure development for new and existing disease control programs.
  • Monitors completion of assignments (e.g., grants, contract proposals, abstracts, publications, reports, etc.) to ensure time frames and program goals and objectives are met.
  • Ensures clinical, epidemiological, and research needs related to infectious diseases are met.
  • Participates in the formulation of long- and short-range plans, policies, and strategies for disease control. Develops, reviews, and edits plans, and policies based on medical knowledge, epidemiological principles, and applicable policies and procedures.
  • Reviews and evaluates interaction between diseases and control and prevention programs. Evaluates effectiveness of public health programs and projects.
  • Analyzes existing systems and procedures and demonstrates flexibility and innovation in developing recommendations for improvement.
  • Oversees testing of proposed changes and implements appropriate changes in accordance with experience and relevant guidelines.
  • Determines need for extension or termination of control measures in accordance with accepted standards of public health practice.
  • Provides leadership in developing and promulgating policies, guidelines, and recommendations on infectious disease issues.
  • Clinical and Epidemiologic Consultation
  • Provides appropriate consultation concerning public health surveillance, outbreak investigation and evaluation, and control methodology to health professionals, organizations, and the public.
  • Recommends appropriate diagnostic tests and advises clinical providers and other health and public health colleagues on interpreting test results in public health applications.
  • Provides timely and accurate information, advice, technical assistance, training, and consultation to a variety of individuals and organizations as appropriate (e.g., clinical providers, public health colleagues, relevant partners, the public).
  • Provides and/or manages consultative services, training, and technical assistance regarding medicine, epidemiology, and prevention and control of diseases. Conducts in-service training for the medical and public health communities as required to achieve public health objectives.
  • Recommends timely and cost-effective laboratory and other diagnostic procedures according to established guidelines.
  • Establishes and maintains cooperative working relationships with relevant organizations and individuals.
  • Coordinates activities and initiatives with other program areas to address appropriate issues, obtain perspectives on program goals and performance, and expand program capabilities.
  • May serve as a point of contact for media and others in critical situations to provide accurate and timely information regarding disease activity as well as control and prevention activities.
  • Epidemiological investigations, surveillance and interventions
  • Directs interdisciplinary teams of medical and public health professionals in designing and conducting epidemiologic investigations, surveillance, and interventions.
  • Coordinates development of medical and epidemiologic study protocols; plans and prepares scopes of work, describes data to be collected and develops methods for establishing and ensuring validity of studies.
  • Manages investigations, projects, programs, and surveillance including planning, design, data collection, data analysis, and developing appropriate interventions. Ensures that applicable guidelines are followed and that time frames are met.
  • Based on available research, medical training, and knowledge of epidemiologic methods, identifies and prioritizes disease clusters, outbreaks and issues for epidemiologic study, surveillance, and control.
  • Takes appropriate action in response to disease outbreaks and other events requiring medical or epidemiologic response. Adequately documents significant changes in nature/progress of disease outbreaks. Monitors results of recommendations and procedures and takes appropriate action, including adjusting control measures in accordance with outbreak status.
  • Assembles and directs competent interdisciplinary teams as appropriate to investigate diseases and develop and implement control programs.
  • Ensures findings are clear, accurate, and in the appropriate format (reports, charts, graphs, etc.) and all aspects of projects are conducted in accordance with protocol and applicable state and federal guidelines.
  • Ensures appropriate personnel are informed of events of public health significance and appropriate actions are taken in a timely fashion.
  • Provides consultation and mentoring to Department staff and others regarding epidemiologic investigations, data analysis, and other related topics.
  • Research and presentation of scientific findings
  • Coordinates and prepares effective, accurate periodic and special reports for publication and distribution.
  • Understands purposes of data collection, methodologies used, appropriate analyses, use of data, and appropriate interpretation of results, including limitations on data and their interpretation.
  • Prepares articles for a variety of sources (professional reports, journals, lay press, etc.) as needed, that are clear and appropriate for the intended audience.
  • Provides accurate information to the legislature as required.
  • Manages the production and update of manuals and annual reports as appropriate.
  • Manages and/or develops applicable medical, epidemiologic, and related public health training and other informational material for use by Department staff.
  • Organizes medical and epidemiologic seminars, in-service training, and workshops as needed.
