Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for more than 50 years. The College is governed by a Board of Trustees appointed by the governor. The College’s fifth president, Dr. Mary Way Bolt, reports directly to the Board of Trustees.

Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

GENERAL RESPONSIBILITIES: 

This position is responsible for the coordination and management of all activities within the Health Care Careers Department including but not limited to, the following programs: Medical Assistant, Medical Coding/Billing, Medical Receptionist, Phlebotomy, Certified Nursing Assistant, Paramedic, and Certified Medicine Aide. This individual will also coordinate the activities, clinical assignments and development of educational opportunities associated with the Maryland Education Alliance. 

Due to the need of interaction with students, employees and the college community this position requires in person presence. This position is eligible for telework.


ESSENTIAL DUTIES: 

1. Manage the day to day operations of the Health care careers department.
2. Assume responsibility for assessing, planning, implementing and evaluating the Health care career programs including but not limited to: Medical Assistant, Medical Coding/Billing, Medical Receptionist, Phlebotomy, Certified Nursing Assistant, Pharmacy Tech, Dental Assistant and Certified Medicine Aide .
3. Facilitate the processes for the assessment, planning, implementation and evaluation of the Paramedic program, coordinating activities with the Paramedic Program Director.
4. Administrate the Health care careers programs.
5. Assist with developing and maintaining on-going affiliations/relationships with Practicum (Clinical Externship) sites, business partners ,organizations, agencies and health care professionals; identify new sites and respond to any concerns and/or questions.
6. Maintain signed Clinical Affiliation Agreements and spreadsheet of all current sites, including contact persons, phone numbers and addresses.
7. Facilitate Clinical Affiliation Agreements related to Maryland Education Alliance programs, acting as contact person for educational and clinical partners.
8. Develop partnerships with regional health care facilities to initiate new programs while leveraging resources and creating a pipeline of qualified health care employees that are in regional and national demand.
9. Oversee and manage the development of courses and programs, including responsibility for curricula updates, textbook review, student externships, course evaluation, professional licensure or certification.
10. Oversee procedure and processes in department required for division, state and national record keeping and reporting. (Evaluate, edit CC10’s and outlines, course completion requirements, evaluations, yearly Annual Report Form(ARF).
11. Supervise and evaluate department staff. Delegate tasks and monitor timeliness and completion.
12. Prepare, monitor, and make recommendations for adjustments in class scheduling, leveraging resources, and department budget to ensure fiscal soundness in a way that significantly contributes to the overall Career and Community Education and Cecil College revenue goals.
13. Continuously compile, review, and analyze class, student, instructor, and program and department data and develop improvement strategies to maximize classroom effectiveness, program completion, exam pass rates, job placement and student and employer satisfaction.
14. Review and analyze department enrollment and FTE data and develop strategies to ensure growth.
15. Interview, hire, provide initial onboarding, and supervise adjunct instructors. Conduct and document classroom observations. Provide various professional development opportunities.
16. Serve on College, community, and/or business committees or planning groups, including but not limited to statewide affinity groups.
17. Work with funding agencies to ensure that program areas are meeting stated goals for completion and job placement.
18. Recruit, interview, advise and select students based on program requirements. Collaborate with instructors and other College department/resources with a focus on student success, retention, completion and job placement.
19. Plan, develop and implement regional marketing events, information sessions, student orientations and recognition ceremonies.
20. Maintain discipline specific advisory board(s) and facilitate yearly meeting.
21. Provide support for the Medical Assistant, Paramedic and Certified Nursing Assistant coordinator roles.
22. Respond to student and instructor concerns in a timely manner; facilitate department communication.
23. Keep advised of current trends in Health Care and develop new programming to address regional needs.
24. Adhere to and support all Cecil College policies. 25. Perform other related duties as assigned.


REQUIREMENTS: 

Education: Bachelor’s degree required/Master’s preferred. Experience/credentials in health care environment required.
Experience: 5-7 years progressive, professional, managerial experience. Teaching and program development experience in higher education. Experience in working with various funding agencies. Knowledge of CAAHEP requirements and reporting.
Skills/Training: Must have excellent interpersonal, written and oral skills.
Proficiencies: Aptitude in technology use such as but not limited to: Microsoft office; e-mail; Blackboard ®; Power point ®; and various forms of social media. Proficiency in budget preparation and analysis preferred.
Scheduling Requirements: Schedule may vary according to program needs, including evenings and weekends.
Physical Demands: Some lifting and moving of marketing supplies for events.
