Position Description:  Contract Specialist

Position Description:

We are seeking a Contract Specialist to support our Federal client to provide innovative business strategies, agile procurement solutions, and developing and implementing the agency procurement policy/processes and cradle to grave (pre-award to post award) procurement/acquisitions.

Qualifications:

  • Bachelor's Degree Required
  • 8+ years’ government contract experience (ideally as a CO)
  • Knowledge of Federal Acquisition Regulation (FAR) and contract administration
  • DAWIA and FAC-C contracting certification required
  • Knowledge of contract writing techniques and systems to present information clearly, write procurement memoranda, and draft contract provisions and supporting documentation
  • Possess knowledge of the principles of acquisition planning, pre-award processes, contract administration, and price/cost analysis techniques
  • Excellent verbal and written communication skills
  • Ability to work independently and in a team on complex acquisitions
  • Proficiency with Microsoft Office Suite of tools, including SharePoint

Responsibilities:

  • The successful candidate will perform tasks similar to those that are performed by a Federal Contract Specialist such as:
  • Support Federal client with cradle to grave (pre-award to post award) procurement/acquisitions.
  • Perform and evaluate market research
  • Develop acquisition strategies, draft pre and post award documentation, and assist in the development of independent Government Cost Estimates
  • Work with evaluators and Contracting Officer (CO) in negotiations
  • Prepare final contract award documents for Contracting Officer Representative (COR)
  • Lead and assist in the development of Statement of Work (SOW), Invitation for Bid (IFB), Request for Proposal (RFP), and other procurement contract documentation.
  • Act as a liaison between the acquisition office and program offices on contractual matters
  • Support source selection processes, including performing cost and price analysis and assisting with developing pre-negotiation positions for the Government
  • Manage post-award contract administration and maintain contract files 
  • Provide advice based on a working knowledge of regulation policy
