Position Overview

The Program Officer will be responsible for supporting the day-to-day operation of an array of CHCS Population Health and Health Equity initiatives. This position is part of a team-based structure that works on initiatives to improve health and advance health equity for individuals enrolled in Medicaid, particularly communities experiencing inequities and racial injustices. This position participates in initiatives focused on fostering cross-sector partnerships at the federal, state and local levels, as well as incorporating and valuing the perspectives of those enrolled in Medicaid to support the transformation of health care and systems to drive better, more equitable health outcomes.


This full-time, mid-level position will report to a senior-level manager and is based in the CHCS office, near Princeton, NJ. Local candidates are desired; remote candidates who reside outside of the NJ/NY/PA area will be considered but will be required to travel to the home office from time to time, in addition to the position’s regular travel responsibilities.

Primary Responsibilities

  • Work within a team to conduct policy scans and analyses that support CHCS’ core stakeholders (e.g., state Medicaid agencies, health and social services agencies, health care organizations, community-based organizations, and health plans) in understanding and applying innovations related to improving health and advancing health and racial equity for those enrolled in Medicaid, including: (1) bolstering cross-sector partnerships at the state and local level; (2) incorporating lived experiences of individuals enrolled in Medicaid into policymaking, program design and implementation efforts; and (3) implementing strategies that address bias and racism in the context of care delivery.

  • Be responsible for day-to-day project management, including developing work plans and timelines, and writing progress reports.

  • Conduct research and write policy briefs, technical assistance memos, blog posts and presentations on topics relevant to programmatic areas.
  • Support large and small-scale meetings, conference calls, and webinars by developing agendas and slide decks, conducting participant outreach, and managing meeting planning, etc.
  • Facilitate conference calls with project partners, funders, and other stakeholders.

Core Competencies/Requirements

  • Passionate about the mission and work of CHCS in promoting health and racial equity for people served by Medicaid, and dedicated to advancing CHCS organizational commitment to diversity, inclusion, and equity.

  • One to three years of relevant experience with health equity, population health, and/or community engagement efforts within a health or community-based setting. Experience relating to Medicaid, managed care organizations, health care provider organizations, community-based organizations, and/or social services is preferred.
  • Master’s degree in related field (public policy, public health, health management, nursing, social work).
  • Excellent project management skills, attention to detail, and ability to work both independently and in teams.
  • Strong organizational skills with the ability to manage multiple projects, track deliverables, and thrive in a fast-paced environment.
  • Strong interpersonal skills, including the ability to interact effectively with internal and external team members from varying backgrounds and areas of expertise, including ability to work with a diverse group of community members, payers, providers, and other stakeholders across the nation.
  • Strong communications and writing skills with the ability to write clear and effective materials for a wide range of audiences.
  • Ability to problem solve and analyze/synthesize trends in health policy and care delivery including qualitative and quantitative information.
  • Occasional local and national travel required.

Physical Requirements/Working Conditions

The employee will perform job duties in a business office environment. Tasks are generally carried out with no specific or unusual physical or environmental demands. While performing the duties of this job the employee is regularly required to work at a desk with a computer for extended periods of time. Specific physical abilities required by this job include operating basic office equipment such as personal computers, duplicating machines, fax machines and standard office telephones. The employee may be required to attend meetings, both on- and offsite, via phone, videoconference or in person.

All CHCS employees must be fully vaccinated against COVID-19 and provide proof of their vaccination status before their start date. Employees who cannot receive the vaccine because of a disability/medical contraindication or sincerely-held religious belief may request an accommodation (e.g., an exemption) through Human Resources to this requirement.

Salary is commensurate with experience; CHCS’ benefit package is comprehensive and highly competitive.
