Duties
  • Analyze short, medium, and long-range projects for solutions of complex operational or policy issues in areas such as information security, information security reporting, systems development life cycle, quality assurance, and others as directed.
  • Develop and executes strategies for developing system development quality assurance (QA) program management office.
  • Prepare internal and external reports that may includes providing audit liaison support to IT operations, such as the Federal Information Security Act (FISMA), Chief Financial Officer, and others as directed.
  • Monitor organizational, legislative, administrative, and technological changes that affect information systems' standards and related processes and impact upon future planning to meet the needs of the Agency.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
  1. Developing policies, procedures, or processes related to Information Technology (IT) Security; AND
  2. Analyzing IT systems to remediate security weaknesses including developing Plan of Action and Milestones (POAMS), and
    documenting controls, processes, and improvements; AND
  3. Presenting information to stakeholders such as IT Security guidance, project status, project plans, or other IT Security related
    information; AND
  4. Applying IT Security statutes, standards, or policies such as, National Institute of Standards and Technology (NIST) Special
    Publications, Office of Management and Budget (OMB) Guidance, or other applicable guidance or directives.
Applicants must also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
