Summary:

The Project Manager position plans, directs, and coordinates all material construction and capital improvement projects to successful completion, including budget oversight. Includes routine budgeted capital expenditure project management, as well as property casualty loss project management.

Expectations:
Requires no supervision. Must be proactive, self-directed, highly motivated, and possess organizational skills, including multitasking and time management in order to manage multiple projects simultaneously. Ability to work with and communicate effectively with site team, subcontractors, superintendents, engineering staff, consultants, and owner’s representatives. Assists others in prioritizing, setting deadlines, and problem solving. Ability to communicate clearly, exercise good judgment, and work under pressure.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Responsible for all capital projects. Works closely with the Directors and Heads of Asset and Property Management.
  • Plans, designs, and executes multiple renovation, construction, or maintenance projects, from conception to completion, to meet program requirements, budget, and time restraints.
  • Negotiates terms of agreements, draft contracts.
  • Reviews the project in-depth to schedule deliverables and estimate costs.
  • Writes, reviews, and revises as necessary all scopes of work for various projects.
  • Seeks alternative outside vendors to ensure we have many options for work.
  • Coordinates and directs construction workers, subcontractors and/or on-site personnel in the renovation process from start to finish.
  • Oversees compliance with building and safety regulations.
  • Establishes benchmarks and reviews the work progress on a routine periodic basis, to meet contractual conditions of performance.
  • Prepares internal and external reports pertaining to job status and ensures the successful execution of projects and compliance with project specifications.
  • Plans ahead to prevent problems and resolves problems that do emerge.
  • Ensures quality construction standards and the usage of proper construction techniques.
  • Ensures quality workmanship in the most cost-effective manner, while keeping within expense guidelines.
  • Reviews, negotiates, and recommends scope adjustments
  • Coordinates with Regional Property Managers in the preparation of annual budgets, including renovation/capital walks, and monitors expenditures in accordance with established guidelines.
  • Conducts regular inspections to identify progress and/or provide solutions, including timeliness of turns and ensuring quality workmanship.
  • Assists Maintenance staff with instructions on how to “walk” completed projects to ensure contract compliance.
  • Reports specific needs and deficiencies on individual properties to the Community Manager, Regional Property Manager, and Director of Maintenance and CAPEX.
  • Becomes familiar with and abides by all company policies, procedures, and individual community policies, including but not limited to all Fair Housing Laws.
  • Participates in due diligence for acquisitions.

Travel:
Regular travel to Centerspace locations across the Midwest.

Community Involvement:
Expected to belong to and/or serve on committees of local service clubs, charitable giving programs, trade associations, Chamber of Commerce, or other business networking groups. Expected to participate in service projects, and to establish and maintain contacts within the community to promote Centerspace.

Qualifications:

  • Education and/or Experience – Bachelor’s Degree from four-year college or university. Minimum 4-6 years related field experience; or equivalent combination of experience and education required. Must have knowledge of materials, methods, and tools involved in the construction process as well as design concepts. Working knowledge of city/county/state codes to ensure teams are properly pulling required permits. 5 years experience in all aspects of property maintenance operations, capital projects management, and property renovations operating within a multifamily environment is preferred.
  • Driving Requirements – Valid driver’s license is required.
  • Physical Demands – While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk and hear. The employee is frequently required to reach with hands and arms, climb or balance, walk or tour job sites. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job are close vision, depth perception, peripheral vision and color vision.
  • Work Environment – The noise level in the office environment is usually reasonably quiet. While visiting sites employee may be exposed to outdoor extreme weather conditions, loud noises, heat/cold/wet, loud noise, heavy equipment and obstacles to navigate. Appropriate safety precautions will be provided and must be used.
    Knowledge/Skills/Abilities
  • Language Skills – Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, blueprints, building plans and governmental regulations. Ability to write reports, business correspondence, and procedural manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Mathematical Skills – Ability to work with mathematical concepts such as probability and statistical inference; Ability to apply concepts such as fractions, percentages, ratios, volume, and proportions to practical situations.
  • Reasoning Ability – Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Financial Skills – Working knowledge of the time value of money, discounted cash flows, loan amortization, internal rate of return, capitalization rate, return on equity calculations and finance terminology.
  • Computer Skills – To perform this job successfully, an individual should have advanced knowledge of Microsoft Office (Word, Excel, Outlook, etc.) and project management software. Employee will be expected to design professional spreadsheets, evaluate the validity of data, and design/use formulas, pivot tables, tables, charts and other advanced functions. Familiarity with CAD programs helpful.
