Health, Safety and Environmental (HSE) Manager - Culpeper, VA to Frederick, MD Vicinity.
Location flexible if located within this area. Extensive travel required to multiple sites within VA and MD primarily. All travel compensated.
The HSE Manager will be responsible for managing all processes that include Health, Safety, Environment and Department of Transportation (DOT). The primary purpose of this position is to ensure compliance with all applicable CGP policies, procedures, and programs, including all federal, state and local laws and regulations.

MEASURES OF SUCCESS
- Develops and manages activities as necessary to evaluate and reduce potential risks to employee health and well-being.
- Ensures compliance with all Federal, State, and local government laws (OSHA, EPA, USDOT, NIOSH, Worker's Compensation, etc.)
- Develop, review, implement update, support, recommend and execute site specific HSE programs, policies, and procedures.
- Ensure the site adheres to applicable CGP policies, procedures, and processes.
- Perform on-site safety inspections and assessments.
- Directs incident investigation programs, develops leading indicator trends, and develops programs for improving performance ensuring meaningful root causes are identified and corrective actions are documented, managed, and completed.
- Manages all aspects of safety training from development to delivery and tracking to ensure compliance with site, corporate and OSHA regulations.
- Manage new hire HSE orientation.
- Coordinates with supervisors and new employees to ensure on-the-job training activities are effective and on schedule.
- Facilitates a safety committee including a plan and annual agenda.
- Ensures that all required paperwork relating to transportation regulations is maintained.
- Support awareness initiatives that reinforce the HSE program and encourage employee involvement.
- Manages workers' compensation process and claims with attentiveness.
- Manage and utilize CGP HSE systems, including but not limited to learning management system, HSE management system and SDS system.
- Develop and implement HSE strategies that align with corporate objectives to reduce/mitigate risk.
- Meet corporate deadlines and completion targets.
- Utilize key metrics to drive performance in HSE at the site location.
- Communicates risk results to all levels within CGP, including reporting and interaction with BU and Corporate HSE teams.
- Own compliance reporting, safety documentation updates and Behavior Based Safety program.
- Be an advocate willing to work to change the safety culture through positive influence and collaborative partnership within manufacturing operations.
- Monitor and implement new safety regulations, practices, and new safety technologies that impact the site.
- Build strategic plans to improve HSE performance.
QUALIFICATIONS:
- Associate's or bachelor's degree in Safety and Environmental Management, bachelors degree level is highly preferred
- Previous experience in manufacturing HSE management
- Comprehensive knowledge and understanding of Code Federal Regulations (CFR), OSHA, EPA and DOT regulations, including local, state and federal regulations
- Experience in Lean Daily Management
- Three to ten years' experience in a safety-related field
- Experience executing or engaging in a behavior-based safety program is preferred
- Knowledge and capability with MS Office; specifically, WORD, Excel, and PowerPoint.
- Excellent verbal and written communication skills
- Excellent interpersonal, organization, presentative and facilitation skills
- A positive person with the right attitude who enjoys challenges and can advocate and endorse a shared vision of safety in the workplace.
WORKING CONDITIONS
- Ability to work in manufacturing plant environment and maintain a constant state of alertness and in a safe manner. Must have a presence in all areas - GEMBA's, Audits, etc.
- Hours will generally be regular business hours (on each respective shift) and average at least 40 hours a week. There may be some variation in work hours due to training schedule, overtime, special projects, deadlines, and other concerns.
- Live within a 45-mile radius of the site
- Ability to lift up to 50 pounds with or without accommodation.

Salary : $85,000 - $95,000
