Job Description:

Department: Human Resources

Position: Assistant Director of Human Resources

Supervisor: Vice President of Human Resources and Information Technology and/or Director of Human Resources

Salary: $52,000 - $60,000


Duties:

  • Comprehensive knowledge of principles and practices of human resource administration.;
  • Comprehensive knowledge of the principles and techniques of complaint procedures and mediation.
  • Assists with the coordination of the Human Resources department maintaining a corporate-wide vision of the delivery of services to all employees of the Sitrin Health Care Center, Sitrin Medical Rehabilitation Center, Gan Kavod, Inc., Sitrin Child Care Center, Cedarbrook Village and Charles T. Sitrin Network of Homes & Services Inc. The work is completed under general supervision of the Vice President of Human Resources and Information Technology and Director of Human Resources where applicable;
  • Supervision exercised possible over all subordinate personnel.Assists with supervision of all aspects of staff recruitment;
  • Assists with developing Human Resources policy and procedures;
  • Assists with preparation of annual budgets for reporting areas and supervises expenditures;
  • Addresses employee complaints and works with supervisory staff to assure successful outcomes/appropriate solutions;
  • Assists with conducting periodic reviews of job descriptions, maintaining consistency and integrity;
  • Maintains adequate records to assure timely notification of eligibility, enrollment, changes and disenrollment from health, dental, life, 403(b), and long-term disability benefits;
  • Reconciliation of monthly invoices for health, dental, life, and long-term disability, assuring accuracy and approving payments;Makes recommendations for improvements or alterations in the benefit packages;
  • Serves as facility liaison for Worker's Compensation matters, filing C-2, C-11 and other required paperwork, approving payments for "No Lost Time" claims, attending hearings and participating in annual audit process;
  • Facilitates communication of disability benefits to employees and processing of disability claims;
  • Assists with administering employee benefits programs for the institution; including providing periodic reporting for departments; Including annual bidding;
  • Performs other Human Resources work, included but not limited to employee training (including Orientation), benefits administrations, EEO appeals for employees and others as required;
  • Assists with the coordination and billing of COBRA and health insurance benefit and maintains accounting reports of all subscribers billed and payments posted to accounts;
  • Administers the policies and regulations required by the Affordable Care Act;
  • Maintains or facilitates attendance tracking where required;
  • Communicates Family and Medical Leave benefits to qualifying individuals;
  • Coordinates the Employee Assistance Program;
  • Assures timely communication of benefits information to the payroll office
  • Assists with monitoring the departmental compliance with recordkeeping relating to employee files, assuring the following aspects remain current in accordance with regulatory and facility standards:
  • Professional staff licenses and related credentialing;
  • Physicals, mantouxs, and Measles/Mumps/Rubella vaccinations;
  • Completes unemployment claims and related labor matters, attending hearings on behalf of the facility;
  • Performs any other duties as requested by the Vice President of Human Resources and Information Technology and/or Director of Human Resources;


Requirements:

Qualifications:

Graduation from a regionally accredited or New York State registered college or university with a Master's Degree AND five (5) years of experience in Human Resources; OR
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Public Administration, Business Administration or Human Resources or closely related field AND six (6) years of experience in Human Resources, two (2) years of which must be in a supervisory capacity.
