Job Summary:
Develops and oversees budget, writes proposals for breast and cervical cancer screening and education funding, composes reports, creates and implements policies and procedures for program, interacts with clinic administration and clinical representatives regarding breast and cervical cancer screening guidelines, represents Cherokee Nation at national breast and cervical cancer meetings, participates on committees, and supervises assigned personnel.
Job Duties:
Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Develops, maintains compliance, submits and assists in the preparation of Centers for Disease Control and Prevention-funded Breast & Cervical Cancer Early Detection Program (BCCEDP) Cooperative Agreement proposal and budget for the BCCEDP program. Develops, maintains compliance, submits and assists in the preparation of Office of Minority Health-funded "Health Screening for Cherokee Women" grant proposal and budget for the projects. Maintains reporting requirements by composing and submitting reports to respective funding agencies in a timely manner. Ensures policies and procedures are developed and implemented for required program components. Ensures coordination of program/project activities with appropriate persons/department/agencies. Develops early detection, intervention, and/or prevention activities, utilizes community assessment surveys, reviews literature and assesses subsequent strategies. Writes grant proposals to gain additional funding for the assigned programs/projects and assists Health Administration in grant writing activities as needed. Coordinates external supportive grant activities with collaborative agencies such as National Indian Women's Health Resource Center and American Indian Resource Center. Represents Cherokee Nation on the National Council of BCCEDP Program Directors and the Tribal BCCEDP Committee. Chairs or co-chairs such committees as needed or appropriate. Acts as intermediary between the BCCEDP National Council, the Centers for Disease Control and Prevention (CDC) and the Cherokee Nation. Provides feedback to appropriate parties. Submits and tracks time lines for Contract Authorization forms and contract negotiation/implementation activities for all program/projects. Creates and submits proposals for the use of unobligated/carry-over funds from previous fiscal years and implements approved requests internally. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Manages two subordinate supervisors who supervise a total of nine employees in the Cancer Program. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises 5 to 10 non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications:
EDUCATIONAL REQUIREMENT
Bachelor's degree from 4-year college or university in Public Health, Nursing, or Social Work; or six years related experience; or equivalent combination of education and experience.
EXPERIENCE REQUIREMENT
An additional six years related experience with some being in a supervisory capacity is required.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Currently licensed by the Oklahoma State Board of Nursing as a Registered Nurse preferred.
OTHER SKILLS AND ABILITIES
Must possess public speaking and presentation skills/experience, organizational skills and skill/experience in working with community member and medical personnel. Must also have advanced computer skills.

The employee frequently is required to stand, walk, sit, and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
