Job Summary:

The Director of Residential oversees the coordination and administration of all aspects of ongoing residential programs including planning, organizing, leading management, and designing program activities. Provide day-to-day leadership, administration, and expertise to ensure high-quality operational impact with and for the distinct group of people supported, their families, and a diverse workforce. With the Chief Executive Officer use strategic direction to develop and implement high quality standards which meet the requirements of Chesterwye, state and federal funding and licensing entities, within legal guidelines. With Human Resources, work in partnership with the program managers and people supported to hire, train, coach, and evaluate staff effectiveness. Evaluate the satisfaction of people supported, families, employers, and other with supports provided by Chesterwye.

Job Responsibilities:

Directly responsible for leading managers and indirectly responsible for all employees within the division. The Director of Residential performs a wide range of duties including some or all of the following:

Plan the program

  • Plan the delivery of the overall program and its activities in accordance with Chesterwye’s mission and goals while encompassing its vision, mission, and values.
  • Develop new initiatives to support widespread organizational changes and the organization's strategic direction, as directed by the Chief Executive Officer.
  • Develop and implement long-term desired outcomes and objectives to achieve the successful outcome of the applicable programs. Enhancing the lives of adults with developmental disabilities toward personal independence and choice.
  • Develop a program evaluation framework to assess the strengths of the program(s) and to identify areas for improvement.
  • Develop, with the applicable managers, budgets to ensure the delivery of high-quality supports to the applicable programs.
  • Ensure program operations and activities adhere to the legal guidelines and internal policies.
  • Evaluate business practices to reach maximum efficiency for the program.

Organize the program

  • Ensure the people supported by Chesterwye remain the central focus of all activities.
  • Ensure the program activities are organized with tools and supports to achieve optimal performance.
  • Ensure that program activities operate within the policies and procedures of Chesterwye.
  • Ensure that program activities comply with all DDA and OHCQ legislation and professional standards.
  • Develop, with input from employees and people supported, records to document program activities, goals, and outcomes of success.
  • Incorporate the tenets of the National Alliance of Direct Support Professionals.

Oversight of the program

  • Communicate information with the Chief Executive Officer.
  • Enhance channels of regular communication between managers and direct support professionals.
  • In concert with the Chief Executive Officer, monitor and approve all budgeted program expenditures.
  • Identify and evaluate the risks associated with program activities and take appropriate action to control the risks while ensuring people we support and staff attain their targeted goals.
  • Monitor the program activities on a regular basis, and conduct a periodic evaluation according to Person-Centered Plans and their impact on the overall program framework.
  • Collaborate with program supervisors through coaching regarding supervision of employees: including work allocation, training, promotion, enforcement of personnel actions, and motivating employees to build upon their strengths to enhance quality supports regarding needed employee coaching and communication to assure the program integrity and success.
  • Collect and report monthly metrics and additional evaluation findings with the Chief Executive Officer and recommend changes to enhance the program, as appropriate.
  • Participate in long-term strategic and operational planning.

Lead the program managers

  • Implement the Community Settings Rule as outlined in the Chesterwye Vision, Mission, Values and Program Implementation Plan as drivers to identify outputs for each program.
  • Supervise program managers by providing direction, input and feedback.
  • With the HR Director, take corrective action as necessary on a timely basis and in accordance with Chesterwye policy.
  • Ensure all employees receive orientation and appropriate training in accordance with organizational standards.
  • Communicate with people we support, families, program directors, managers and direct support professionals to enhance support for the programs and solicit input to improve the program.
  • Provide skills and tools for managers to ensure effective and efficient program delivery.
  • Coordinate the delivery of services among different program activities to increase effectiveness and efficiency, which uses the PCP as a base while meeting the approved budget.

Program Training

  • Ensure DSP training is completed within timelines of required DDA and PCP trainings.
  • Ensure trainings completed as required to ensure meaningful outcomes for Person-Centered Plans
  • Collaborate with HR regarding outcomes to build upon employee strengths while enhancing employee skills and performance
  • Collaborate with the Quality Enhancement Coordinator to create a matrix demonstrating how people supported may attain a meaningful quality of life.

Strategic Leadership

  • Use the Vision, Mission, and Values as the basis for leadership, strategic outcomes, and management direction and decisions.
  • Train the management team in using strategic motivation, accountability and program direction while ensuring all interactions are of high quality and respect the potential growth of people supported and employees.
  • Participate in Strategic Planning for the departments and Chesterwye.

PHYSICAL REQUIREMENTS:

This job is based in a professional office environment yet requires oversight in all program locations (residential, day, community volunteer, and paid work positions). This role routinely uses office equipment such as computers, phones, photocopiers, etc. While performing the duties of this job the employee is occasionally exposed to challenging behaviors of people supported, medical issues, irate employees and/or family members.

  • This position requires up to 50% travel within the Eastern Shore and Central Maryland.
  • Must have at least one year’s experience driving with a valid license.
  • Must have and maintain a valid driver’s license from Maryland, Delaware, Virginia or Pennsylvania with less than two (2) points.
  • Must successfully pass all pre-employment screenings.
  • Must successfully complete all DDA and agency required trainings within 90 days of employment, and maintain timely applicable certification.
  • Must be able to bend, reach and lift a minimum of 50 pounds.

REPORTING RELATIONSHIP:

  • Supervised by: Chief Executive Officer
  • Personnel Supervised: Residential Program Manager(s)

QUALIFICATIONS:

EDUCATION

  • Bachelor’s degree (BS/BA) in business administration, Organizational development, leadership required.
  • Master’s degree in Human Services preferred.

EXPERIENCE

  • A minimum of ten (10) years experience providing supports to people with developmental disabilities with dignity and respect in community settings.
  • A minimum of eight (8) years of increasing supervisory, strategic, analytical and/or employee coaching and evaluation.

RELATED TRAINING:

  • Managerial and Supervisory training from recognized source.
  • NADSP (Code of Ethics, Informed Decision Making, Creating a Culture of Competency and other identified topics.
  • DDA related training, included but not limited to: Introduction to Developmental Disabilities; Rights of People with Developmental Disabilities; Abuse, Neglect and Mistreatment; Confidentiality; MANDT; Aging; Community Inclusion; Person Centered Planning.
  • Current First Aid/Current CPR
  • Current Driver’s license with 2 points or less and Chesterwye Drivers Safety.
  • Chesterwye Documentation requirements.

Job Type: Full-time

Pay: Up to $70,000.00 per year
