The Strategic Planning Analyst is a member of the Strategy and Business Planning Organization. The role supports the development and execution of business plans and capital projects to improve competitive performance. The analysts is responsible for the coordination and development of profit improvement opportunities and the translation of corporate long range strategy to El Segundo Refinery site specific strategy and tactics, informed by market trends and El Segundo Refinery operating constraints.
Responsibilities for this position may include but are not limited to:
Development of Long Range Facility Strategy Plan, 6-Year Capital Plan, 3-Year line-item-expense plan, and 3-Year control maintenance plan.
Early phase project framing and management for pay-out and regulatory projects, including identification of minimum functional case, selection of preferred alternative, FEED, project budget and schedule forecasts.
Decision analysis support for contract negotiations, project analysis and economic evaluations.
Linear programming (Petro) to develop Refinery stock balances for economic analysis.
Partnership with Corporate Strategic Planning, Short Range Oils Planning, Operations, Maintenance, Safety and Environment, and Engineering to deliver results.
Required Qualifications:
A minimum of 5 years of engineering or oil and gas/chemical industry-related experience.
Process Engineering skills including an understanding of refining process units, technology and refinery economic drivers.
The ability to critically review projects will be supported by an understanding of typical Project Management skills including knowledge and application decision analysis, project economic analysis, and a basic understanding of factors impacting project costs and schedules.
The ability to think strategically about high level refinery business drivers and convert this information into specific opportunities and potential solutions.
Excellent interpersonal skills and communication skills are essential, including experience working as a member of a team, as well as demonstrating Chevron Way behaviors, including the ability to challenge basic assumptions with a positive approach.
Preferred Qualifications:
A minimum of 8 years of engineering or oil and gas industry-related experience.
Bachelor’s degree in Engineering, MBA or equivalent experience.
Specific knowledge of refinery process units, work processes and people.
Linear Programming experience.
Competitive benchmarking experience.
