ROLE SUMMARY
Leads the design of competitive and cost-effective benefit programs, practices and solutions supporting management in leading the creation and maintenance of a high-performance culture. Provides leadership in maintaining and sharing knowledge on current benefits plans for the area. Assists the Director Human Resources with supporting and leading the ability to attract and retain the best and brightest utilizing benefits as a tool.

Here is what you will be doing:
- Research employee benefits plans and vendors to identify those that present the best value; designs, recommends and implements new benefits programs; examine possible plan designs and benefits cost changes.
- Serves as primary contact for plan vendors and third-party administrators; coordinates transfer of data to external contacts for services, premiums and plan administration; evaluates and revises internal processes to reduce costs and increase efficiency; documents and maintains administrative procedures for assigned benefits processes; ensures compliance with applicable government regulations; ensures timeliness and accuracy of required reporting and fees.
- Advises, consults and assists Cheyenne Regional leadership to consider options addressing issues related to benefits administration, policy interpretation, and equity.
- Manages the Benefits Consultant and develops them to perform all benefit functions.
- Provides customer service support to internal and external customers.
- Develops communication tools enhancing understanding of the company's benefits package; designs and distributes materials for benefits orientations, open enrollment and summary plan descriptions.
- Reviews, analyzes, develops, and recommends and assists in the implementation of benefit policies and programs to ensure both internal and external competitiveness; forecasts trends and assists with future benefits designs; studies and analyzes benefits data, monitors trends and recommends enhancements and changes to assure retention, motivation and recruitment of key personnel by meeting with key executive officers and Director Human Resources.
- Performs analysis, benefits program administration, planning and overall execution in collaboration with the HR Director. Manages benefit issues and problem solves as needed.
- Meets with appropriate executives and vendors to hear proposals and make recommendations.
- Acts as a liaison between benefit providers and employee by meeting with employees, understanding their issues and concerns, then investigating appropriate response; works as an advocate for employees when issues arise with insurance vendors.
- Designs and delivers benefits related training to both leadership and new employees; writes annual benefits booklet for open enrollment.
- Assists the HR Team with ongoing efforts around a successful leaves program.
- Provides leadership & direction to the Benefits Specialist in order to be effective and efficient with managing benefit programs and processes.
- Monitors administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding. Prepares budgetary recommendations and assists in the monitoring, verifying and reconciling of budgeted funds.

- Proficient skills in MS Office, Outlook and Internet Explorer
