Job Description

The Director of Human Resources provides executive-level leadership and guidance to the organization’s HR operations. The director is responsible for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, and identifying and implementing long-range strategic talent management goals.


ESSENTIAL FUNCTIONS:

  • Collaborates with executive leadership to define the organization’s long-term mission and goals; identifies ways to support this mission through talent management.
  • Identifies key performance indicators for the organization’s human resource and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
  • Provides guidance and counsel to management on HR issues (e.g., organizational design and development, employee engagement, performance assessment and evaluation)
  • Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
  • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
  • Designs, implements, and manages talent acquisition and onboarding processes.
  • Manages the Agency’s compensation structure, pay practices and performance management processes and makes recommendations for improvement or changes.
  • Manages all employee relations activities to include, disciplinary actions, coaching, and investigations.
  • Leads training efforts for the Agency through the use of external and internal resources.
  • Develops, implements, and communicates human resources policies and procedures in compliance with appropriate regulatory agencies.
  • Coordinates diversity and inclusion initiatives through working groups efforts and activities.
  • Leads agency efforts in human Resources technology projects.


EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelor’s degree in Human Resources, business or a related field or the equivalent amount of experience. Master’s degree preferred.
  • Minimum of six years’ experience in human resources management with experience on all functional areas of HR.
  • Minimum of three years’ experience leading a team of HR professionals.
  • Previous experience implementing human resources technology systems
  • Advanced Human Resources certification is preferred.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Well organized, detail-oriented with the ability to multi-task while having the ability to prioritize assignments.
  • Proficiency in Microsoft Word, Excel, and knowledge of basic office equipment.
  • Demonstrated professional interpersonal skills, both oral and written.
  • Ability to build and sustain relationships and interact effectively with people at all levels of the organization.
  • Demonstrated ability to negotiate and bring parties to a consensus.
  • Excellent conflict management skills, analytical and problem-solving skills.
  • Ability to assist staff in a remote environment.
  • Demonstrated proficiency in human resources technology.

  • Supervises HR Generalists and Benefits Specialist
