The Office of Information and Technology Services (ITS) works to build the capacity of schools to use information and technology, maintain network infrastructure, and security standards, and support other departments to meet district goals. ITS provides innovative technology solutions that improve the quality of education for students, reduce the administrative burden on educators, facilitate parent interaction, increase community engagement, and support CPS' mission of transparency by focusing on the ease and equity of access to information.

Job Summary:

Reporting to the Manager, Technology Change Management, the Senior Change Management Specialist will be responsible for supporting the strategy, planning, and execution of the District's complex change agenda. In this role, the Senior Change Management Specialist will support in the people side of technology change and works with the Manager, Technology Change Management to design an approach to implement these changes successfully.

The Senior Change Management Specialist will be held accountable for the following responsibilities:
  • Apply change management methodologies and procedures to support the adoption of projects/initiatives
  • Conduct impact analyses, assessing change readiness and identifying key stakeholders
  • Engage organizational leaders and stakeholders on change initiatives
  • Create and implement change management strategies and plans that maximize employee adoption and usage and minimize resistance
  • Oversee the design, development, and delivery of engaging communications that closely align with the voice of the District
  • Drive consistency in communication frequency, type, style/format, and quality of content
  • Provide writing and editing support for communication plan deliverables as well as for communications that support the department's operational tasks
  • Work with internal clients to enable the effective, timely, creative production and distribution of communications via appropriately selected channels to meet communication objectives
  • Oversee the development of training programs and applying instructional design methodologies
  • Work with subject matter experts to distill technical information and determine training needs
  • Establish best practices for developing instructional content, including web-based tutorials, quick guides, and online videos
  • Other duties as assigned

In order to be successful and achieve the above responsibilities, the Senior Change Management Specialist must possess the following qualifications:

Education Required:
  • Bachelor's degree in Communications, Journalism, English, Public Relations, Change Management, Training, Information Technology, or a related field from an accredited college or university is required
  • Master's degree in Education, Instructional Design, Organizational Change Management, Change Leadership, or a related field is preferred
  • LaMarsh and/or Prosci certification is preferred

Experience Required:
  • Minimum of seven (7) years of professional experience with a background in change management, communications, process improvement, business process operations, training, or project management
  • Experience with eLearning software, such as Captivate or Camtasia, is preferred
  • Web design experience is preferred

Knowledge, Skills, and Abilities:
  • Excellent verbal and written communication skills; capable of communicating, collaborating, and building relationships with a wide variety of internal and external stakeholders
  • Excellent attention to detail, organizational skills, and ability to effectively prioritize and multi-task in a fast-paced environment
  • Ability to define problems, analyze data, and outline valid conclusions and action steps
  • Ability to explain complex technical issues in a way that non-technical people can understand as well as be able to explain customer needs and priorities in a way that technical people can understand
  • Capacity to work on impromptu assignments with tight deadlines
  • Propensity to quickly absorb new concepts and ideas
  • Ability to think analytically and take initiative in situations where thought leadership is absent or unclear
  • Ability to effectively move forward on tasks even with ambiguous or changing requirements
  • Proficient knowledge of multiple graphic, reporting, and pagination software (i.e., Google Suite, PowerPoint, and Word)


Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
  • Be Fully Vaccinated Against COVID-19 - Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. "Up-to-date" on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
