We are recruiting for an experienced HR professional with a strong acumen in managing employee benefits and HRIS systems.

Location: Arlington, Virginia. Candidates must be based in Washington D.C., Maryland or Virginia Metropolitan area and able to work a hybrid schedule with 3 days per week in-office.

Summary of Position: The Director, HR Programs is primarily responsible for planning and managing the organization’s health and welfare plans and ensuring employees are educated and supported in their personal health and wellness. In partnership with the Chief People and Culture, the individual in this role will maintain a posture of continuous HR program review and enhancement. They will identify retention strategies and opportunities to ensure organizational excellence, as well as maintain responsibility for the HRIS and other systems and business operation tools to advance transparency and enhance employee access to information.

Position Duties and Responsibilities:

· In collaboration with the Chief, People and Culture, and broker, will assess benefit offerings and vendors to ensure that benefits are both cost-effective and align with organizational values.

· Develop and deploy strategic processes to promote departmental and organization-wide efficiency and streamline employee-related changes.

· Manage health and welfare benefit plans to include, but are not limited to, 403(b), medical, dental, vision, spending accounts, and group life insurance.

· Lead Annual Open Enrollment activities, and bi-annual compensation data collection to ensure efficient project management and coordination with external parties, and timely communication to facilitate effective plan changes.

· Manage administrative and process documents with third-party administrator. Facilitate coordination and communication with insurance vendors.

· Lead and/or supervise daily processing of all employee status changes, benefits administration and open enrollment, records updates, and compliance matters.

· Maintain a high level of attention to accuracy in all people matters and integrity of information.

· Manages Payroll Specialist and ensures required documents are shared with all Human Resources members and providers to facilitate accurate record-keeping and proper deductions.

· Manage and assess HRIS and other business operation tools/systems identified to recommend solutions to better support users.

· Partner with external resources to ensure compliance with federal, state, and local regulations.

· Work with outside partners to support organization-wide goals and initiatives.

· Oversee bi-annual Employee Engagement survey. Identify methods to monitor the "pulse" of CCAoA staff to provide opportunities to ensure a high level of employee engagement.
Responsible for conducting new employee orientations to ensure employees gain an understanding of benefit plans and enrollment provisions. Provides guidance on plan provisions to facilitate employee’s understanding and ability to make informed benefit election decisions.

· Support 403b audit and prepare annual plan filings and notices required by law (e.g., Proxy, FSA Non-discrimination testing, 5500 Filing)
Maintain good recordkeeping practices, compile data, and prepare quarterly reports as required.
Collect and utilize data to assess benefit offerings and Human Resource initiatives that can improve or enhance service delivery.

· Maintain and monitor adherence to ERISA regulations.

· Create, edit, and format benefit-related documents as needed (i.e. PowerPoint, Word, and Excel documents).

· Develop communications for internal and external sharing.

· Other duties as assigned.

Qualifications:

· BS degree required, preferably business-related, and SHRM-SCP or SPHR a plus.

· Strong knowledge of benefits, employment, and wage and hour law required.

· Prior experience working for a multi-state employer preferred.

· 7 years of experience providing similar levels of program support.

· Ability to read, analyze and interpret complex situations and documents.

· Self-starter, energetic, good attention to detail, and able to meet deadlines.

· Experienced in utilizing benchmarks to inform strategy.

· Clear and concise writing skills; effective verbal communication skills

· Excellent knowledge of Microsoft Word, PowerPoint, and Excel

· Sound technical skills with prior experience with BambooHR or other similar HRIS a plus

· Extensive experience with ADP Workforce preferred or similar system.

· Exceptional organizational skills; detail-oriented; with the ability to multi-task and provide optimal service delivery.

· Strong interpersonal and collaboration skills; successful experience working and communicating with diverse employee populations.

· Ability to work independently as well as in a team structure; ability to be flexible and adaptable to change.

Pay: $98,000.00 - $123,000.00 per year
