Major Responsibilities/Activities:
Administration and supervision of child welfare programs, including Foster Care and Adoption, Therapeutic Foster Care, Wraparound Services, and Preventive Services.-
Represent Child & Family Services in appropriate coalitions, task groups and professional organizations.

Supervise program staff, including the Manager of Foster Care Services and Manager of Case Management Services.

Set outcomes, goals and objectives and determine measurement methodologies with funding sources.

Provide leadership, direction and guidance in department’s quality improvement program.
-
Develop and implement risk management protocols including training, ongoing supervision and monitoring to minimize risk and ensure the highest quality services.

Assure compliance with federal, state and county regulations. Assure accountability of programs to NYS Office of Children and Family Services, Office of Mental Health, Erie and other county local service districts and family court systems.

Develop and manage program budgets. Work closely with Business & Finance Department to monitor and correct the financial operations of all programs within the department.

Develop and implement programmatic policy and procedures.

Participate and contribute to program Quality Assurance process, including development and implementation of logic models.

Collaborate with the Office of Corporate Integrity to ensure proper auditing procedures.

Model and practice sensitivity, fair treatment and champion of diversity in all interpersonal interactions.

Maintain and submit all required documents to comply with the Vehicle Safety and Usage Policy.

Other duties as required.
REQUIREMENTS:
Master’s Degree in Social Work or related field.-
A minimum of 5 years experience in the human service sector

Licensure as a LMHC, LCSW, LMFT preferred as part of Article 29i oversight, however non-licensed candidates with appropriate experience will be considered.

Strong analytical skills.

Familiarity with high risk families, child abuse, neglect, at risk youth an community resources

Exceptional written and oral communication skills.

Demonstrates strong leadership and a strong professional image.

Valid New York States driver’s license and accessibility to a reliable car during working hours.

Flexibility to work evening and weekend hours on an occasional basis,

After Hours on-call responsibilities.
ESSENTIAL PHYSICAL REQUIREMENTS:
