Job Description

PURPOSE OF POSITION:

The Director of Community Based Services is responsible for leading and managing the day-to-day operations and staff for Children’s Square U.S.A. community based services including but not limited to: visitation services, integrated home health, and independent living skills programming. This person is responsible for the fiscal planning, monitoring and assuring quality services are delivered to all clients within the programs, while also ensuring compliance with grant and government contracts.

The Director of Community Based Services must demonstrate initiative, analytical abilities, strong interpersonal relations, quality follow through, and strong detail management. This person should have the ability to cultivate a positive culture and work environment, motivate others, and keep the programs on task in a positive and encouraging manner.

Responsible for determining organizational goals, acquire and allocate resources to carry out a program, coordinate activities toward goal achievement, and monitor, evaluate, and make needed changes in processes and procedures to improve the likelihood of goal achievement.

ESSENTIAL RESPONSIBILITIES:

  • Provide leadership, supervision, and oversight of all aspects of Community Based Services programs by ensuring compliance with contractual, grant, licensing, and Council on Accreditation requirements, establishing and meeting program goals.
  • Provide training, consultation, coaching, and feedback as necessary and monitors the progress made in achieving programmatic objectives and ensuring the health, wellness, and engagement of staff and service recipients.
  • Monitor and analyze data to evaluate program performance and ensure program objectives and outcomes are being met; evaluate program activities and assess risk regarding the care and service of youth and families.
  • Maintain fiscal accountability for Community Based programs by leading in the development of annual budgets, forecasting, and monitoring adherence to approved budgets.
  • Provide quality supervision and development of direct reports; hire, supervise, and evaluate the individual performance of direct reports and ensure appropriate oversight of individuals providing services within the organization driving staff competency; lead, motivate, and implement staff development activities.
  • Establish and maintain relationships and partnerships with community stakeholders, agencies, and public and private officials to advocate for youth and families promoting networks designed to support services.
  • Promote collaboration amongst programs and community partners.
  • Develop and implement program policies and procedures as needed to ensure compliance with agency, contractual, licensing, regulatory, and best practice standards.
  • In collaboration with the Chief Program Officer, develop new services, evaluate, and recommend changes to existing services to respond to community needs.
  • Provide effective leadership for the program by understanding and communicating the vision and mission of the organization to the assigned staff and the external communities; collaborate internally to ensure needed services are provided to meet organization initiatives.
  • Ensure staff provide compassionate, trauma informed practices that empower clients and follow professionally recognized standards of ethical practice.
  • Stay abreast of all agency, federal, and state regulatory requirements related to social services and partner with national thought leaders for innovation and best practice implementation.
  • Develop and maintain Community Based referral sources.
  • Liaison with other Children's Square U.S.A. services, internal and external stakeholders, the public, professional community, referral agencies and other relevant organizations to build and maintain support and connections for programs.
  • Collect statistics and implement all Performance and Quality Improvement (PQI) procedures.
  • Implements and maintains operating systems to achieve effective work flow.

OTHER RESPONSIBILITIES:

  • Other duties as may be requested.
  • Participate in program on‑call as assigned.
  • Be an excellent role model for staff.
  • Carryout necessary risk management functions for the agency. Complete training necessary to perform position, and as specified in Agency and Program Staff Development Programs.
  • Facilitate a team atmosphere by working in partnership with other agency staff and promote a positive working environment.
  • Cultivate and maintain an environment of respect and inclusivity.
  • Empower teams to serve the mission of the agency.
  • Show flexibility with regards to work schedule; evening and weekend work may at times be required.

QUALIFICATIONS:

  • Master’s degree in social work or related field.
  • 3 years supervisory and operational experience, preferred.
  • 3 years of successful management, supervisory, program development and administrative experience, including budget development and management.
  • Experience with children and families involved in the child welfare system.
  • Possess supervisory experience or ability to perform supervisory administrative functions
  • Experience with staff hiring orientation, training and supervision.
  • Strong organizational skills and demonstrated ability in developing, implementing and executing program responsibilities.
  • Strong verbal, written and interpersonal communication skills to effectively deal with public, clients, and employees.
  • Good computer skills and ability to work with electronic case records and data management systems.
  • Ability to analyze and make recommendations regarding individual cases, individual staff issues, and to analyze and apply larger systemic issues.
  • Ability to make independent decisions and act accordingly, or with minimum support from the Chief Program Officer. Ability to work autonomously and make appropriate decisions in crisis situations.
  • Ability to interact with clients and children with sensitivity and responsiveness to cultural and socioeconomic characteristics in the service population.
  • Physically able to move around campus setting and travel to other CSUSA locations.
